Baltimore County is Hiring a Biostatistician/Statistical Analyst (Human Services Program Manager) Near Towson, MD

Pay Schedule XII, Grade 1M, Regular schedule: 35 hours per week.

A vacancy exists in the Bureau of Behavioral Health, Department of Health and Human Services.

The Biostatistician/Statistical Analystwill work closely with the existing Overdose Data to Action Epidemiologist and Statistical Analyst to perform data analysis to identify trends, prepare reports and inform response efforts across the Bureau of Behavioral Health.
 
Under general supervision, collects data, identifies trends, performs statistical analysis, and prepares reports to be used by departmental management for analysis of efficiency, activity, deployment of resources, program development, and other purposes. 
Examples of Essential Duties
  • Researches and collects data needed to monitor trends, patterns, and changes in overdoses, illicit drug supply and availability of harm reduction, treatment and recovery resources. 
  • Performs sophisticated analysis of data to aid in developing and implementing effective response strategies. 
  • Uses a variety of computer hardware and software to produce maps, text, tables, graphs, charts and other aids to be used in reports and presentations. 
  • Designs forms for the purpose of collecting data for special studies, and develops procedures within an automated environment to facilitate entry of data contained on hard copy forms into computer based systems. 
  • Works with geographic databases in a computer mapping environment to produce analytic maps needed to examine the spatial occurrence of phenomenon.
Examples of Other Duties
  • May evaluate, devise, and implement conversion of manual statistical procedures and methods to automated systems. 
  • May act as a lead analyst for special projects.

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science
plus
at least four years' experience working in data analysis/management in a human services setting, which includes one year in a supervisory capacity.
(Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.)

Preferred Qualifications
  • Master's degree.
  • Experience with substance use epidemiology.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions
These positions are essentially sedentary with some walking, standing, or other restricted physical activities. Some positions may require traveling between work sites.
Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
