A vacancy exists in the Bureau of Behavioral Health, Department of Health and Human Services.

Examples of Duties

The Human Services Program Manager in the Department of Health, Bureau of Behavioral Health, Prevention Manager will assist in the planning, development, and management of a full range of prevention programs for the prevention of substance use and mental health disorders. The Human Services Program Manager will be responsible for collecting and analyzing data, supervising staff, monitoring budgets and grant expenditures, working with providers, monitoring contracts for performance and compliance, collaborating with other agencies, preparing grant proposals and reporting on program implementation.
Under general supervision, duties of the position will include:

  • Provides leadership, management and supervision to the Federal Substance Use Prevention Grant, administered by the Substance Abuse and Mental Health Services Administration and the Maryland Department of Health, as well as the Opioid Misuse Prevention Grant, and also represent Prevention on the Drug Overdose Lethality Review Team and the Combating Underage Drinking Coalition.
  • Selects, trains and evaluates Prevention Program staff. Provides direct supervision to a Human Services Program Supervisor and two Human Services Associates.
  • Leads strategic planning and implementation using the national Strategic Prevention Framework in collaboration with program evaluator and program staff to improve data driven prevention strategies that bridge the gap between research and practice. This includes reducing stigma and changing social norms, increasing protective factors and reducing risk factors in communities through assessment, capacity, planning, implementation and evaluation.
  • Creates and submits strategic plans and directs staff in program implementation to maximize community engagement and collaboration to leverage opportunities and maximize the alignment of resources, particularly those that address social disparities of health.
  • Prepares Prevention presentations and reports.
  • Monitors programs to assure fidelity with strategic plans, budgets and conditions of grant award.
  • Manages the program budget, assigning programmatic work to assure that grant spending is allocated and spent in a timely, appropriate manner, as approved by the Bureau and the State grant funders.
  • Collaborates with Communications on paid advertising campaigns and in-house social media to advance prevention messaging, engage the community in prevention strategies and promote public participation in surveys, i.e. The Maryland Public Opinion Survey on Opioids.
  • Prepares or collaborates with vendor on preparing grant applications for new grants as they become available.
  • Represents Prevention in meetings and conferences.
  • Reviews legislation relating to prevention, primarily in regard to underage retail access to alcohol and cannabis.
  • Partners with Towson University (or other local Colleges/Universities) for student internship experiences in Prevention

Qualifications

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science
plus
at least four years' experience providing human services, such as intake/referral, counseling or educating, which includes one year in a supervisory capacity.
(Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience.

Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.


Preferred Qualifications

  • Master's Degree in a social or behavioral science.

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
