Baltimore County is Hiring a Financial Secretary (Administrative Officer II) - Non-Merit Near Towson, MD

Regular Schedule: 34 hours per week

A Non-Merit vacancy exists in the Office of Budget and Finance, Fiscal Operations Division.

Non-merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Under direction, performs responsible administrative and secretarial duties for the Deputy Director of Office of Business and Finance managing Fiscal Operations Units; assigns, coordinates, and reviews the work of other clerical or secretarial personnel; and does related work as required.

 
  • Serves as an administrative aide to the Deputy Director for the Office of Business and Finance, to include but not limited to calendar and appointment scheduling, and scheduling of the OBF Conference Rooms. 
  • Establishes and maintains various complex and confidential files and records, including Budget, Tax, Legal, correspondences of the Deputy Director. 
  • Edits correspondence, reports, policy statements, and information releases. 
  • Prepares materials for meetings, takes verbatim notes, prepares minutes, and follows up to see that decisions reached are transmitted to the appropriate persons. 
  • Receives and classifies in-coming mail, reports, and memoranda, with appropriate back-up correspondence, for review by the Deputy Director and distribution to the appropriate persons or units. 
  • Assists the Reception staff with staffing the lobby and Deputies phone. 
  • Maintains control of surplus suppliers and inventory of equipment in the office including equipment to staff remotely working. 
  • With supervision of Deputy Director facilitates purchase of suppliers and services used within the units. 
  • Supports spend monitoring. 
  • Maintains status of contracts with in the Deputy Directors units. 
  • Under the direction of the Deputy Director coordinates with Directors Office staff onboarding, off boarding, Office Maintenance request, Office equipment maintenance (with both IT and office equipment). 
  • With Supervision of Directors Office and Deputy Director supports HR time entry and other basic OHR functions and reporting as needed. 
  • With light Direction performs non-technical research with open sources (google, BCG web pages).
  • Serves as key person to edit reports/correspondences for grammar, spelling and tone.
  • Edits public financial reports for ADA compliance for posting on the web. 
  • Works with the Deputy Director to coordinate web page updates for OBF Units.
  • Maintains a log of executed/printed secure financial documents on a daily basis.
  • With Supervision supports administratively the Deputy Director in other duties as assigned based on experience and skill.

Graduation from a recognized high school.

Five years of typing, word processing, or secretarial experience. (Additional education may be substituted on a year-for-year basis for the required experience. Additional experience as described in the essential duties may be substituted on a year-for-year basis for the required education.)Knowledge, Skills, and Abilities (Entry Level)

  • Comprehensive knowledge of modern office practices and procedures, including filing systems. 
  • Knowledge of spelling, grammar, and arithmetic.
  • Skill in the use of automated office systems.

  • Ability to extract and summarize information and to prepare correspondence and reports. 
  • Ability to interpret, explain, and follow County and department rules and regulations.

  • Ability to communicate effectively both verbally and in written form. 
  • Ability to establish and maintain effective working relationships with superiors, associates and the general public. 
  • Ability to establish deadlines, schedules, and guidelines for completion of projects.
  • Ability to take verbatim notes. Ability to supervise.
