Baltimore City Public Schools is Hiring a Manager - New Initiatives Near Baltimore, MD

Under the direction of the Senior Executive Director of the Office of New Initiatives, the Manager is responsible for overseeing and/or leading critical projects related to strategic school initiatives that result in expanding high-quality educational options for Baltimore City Public Schools students. This includes supporting the planning, development, and implementation of significant change initiatives; working collaboratively with colleagues across district offices to incubate and examine new initiatives and changes to programming across schools; and assisting the Senior Executive Director of New Initiatives in planning and analysis for successful school portfolio strategies, school creation, and school improvement.

The Manager will be responsible for designing, implementing, continuously improving, and measuring the impact of strategies, initiatives, and programs that seek to ensure all students have access to high-quality programs and schools.

Essential Functions
  • Coordinates and closely supports the Senior Executive Director in leading the Annual Review of Schools process by using a wide range of data sources, collaborating with leaders across the organization under the guiding principle that all students in City Schools deserve to have a high-quality education in healthy facilities that support teaching and learning.
  • Manage the legal and community engagement processes for core bodies of work.
  • Lead cross-functional efforts to ensure programs and resources are equitably distributed, positioned to meet student needs best, and aligned with other initiatives occurring within the district.
  • Lead the development and implementation of transition plans for schools affected by Annual Review recommendations in alignment with Board Policy FCA and related Administrative Regulations, including gathering feedback from stakeholders, managing school-based transition teams, developing relationships with school community leaders, and leading the execution of transition plans based on the needs of the school community and the desires of stakeholders.
  • Assists in securing resources for schools affected by Annual Review recommendations, including coordinating with the Chief of Staff's Office, Office of Engagement, Facilities, and other relevant departments to leverage district resources and partner opportunities and identifying and pursuing external funding and grant opportunities.
  • Supports overall systemic planning and analysis of new reform initiatives through various interdepartmental work groups.
  • Maintains knowledge of best practices on change management, continuous improvement, school reform and improvement, and other related areas.
  • Manages budget, participates in procurement processes, and manages vendor partnerships as needed.
  • Applies equity frame to all work, continuously reflecting on the potential impact of the team's plans and actions on perpetuating or disrupting and dismantling systemic racism and inequity.
  • Analyzes data, stays abreast of national research and trends, and leads a cross-functional team in incubating new systemic initiatives.
  • Lead high-level meetings, facilitate decision-making processes, and adapt project plans in compliance with equal employment and nondiscrimination policies, federal laws, state laws, school board policies, and professional standards; and
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies, and professional standards.

Desired Qualifications
  • Bachelor's degree in education, public policy, or a related field from an accredited college or university. Master's degree preferred.
  • Five years of experience in academic and/or public policy administration with prior experience in education reform is preferred.
  • Knowledge of school reform, particularly concerning urban K-12 school systems.
  • Prior experience in school facilities planning, portfolio strategy, school finance, or similar topics is preferred.
  • Ability to develop, analyze, and present high-level quantitative data.
  • Organizational, project management, and leadership skills.
  • Interpersonal skills that ensure effective team building.
  • Excellent verbal and written communication skills.
  • Ability to work effectively in a high-pressure, deadline-regulated atmosphere.
  • Ability to think strategically and to manage a broad portfolio of initiatives.
  • Ability to develop and maintain effective relationships with various stakeholders, including staff and partners, community agencies, and federal, state, and local officials.
  • Proficient in using technical computer applications, including Microsoft Office, PowerPoint, and Excel.
