Summary

The primary role of the Purchasing Contracts Generalist is to assist the Purchasing Manager with subcontract administration in compliance with company policies and procedures. The Purchasing Contracts Generalist will also work closely with the Purchasing Manager in overseeing procurement of subcontracts and purchase orders and performing a thorough Risk Analysis at the onset of the procurement phase. This position reports to the Vice President of Contracts/Purchasing Administration.

Essential Functions
  • Reviews Owner Contracts with the Business Unit Leader.
  • Meets with project team throughout the project to resolve any conflicts in the contract documents as well as being accessible to the project team throughout the project to resolve any conflicts or answer any questions relating to contract documents.
  • Reviews entire estimate and ensures it is properly established in the purchasing system with budgets, cost codes, target buy dates, etc.
  • Participates in startup and hand-off meetings from Preconstruction to Operations.
  • Participates in project orientation meetings.
  • Documents subcontractor bidding, negotiation and award processes.
  • Develops subcontract and purchase order project standards for insurance of subcontracts and purchase orders, including requirements necessitated by the Federal Acquisition Regulations, when applicable.
  • Reviewing and complying with Balfour Beatty owner agreement requirements with the subcontracts and purchase orders, where applicable.
  • Exercises due diligence prior to the subcontract award with regard to the subcontract capacity, backlog position, financial condition, past performance and safety performance by using our Risk Mitigation Process.
  • Negotiating terms and conditions with subcontractors as required, including getting internal approval for any variations to company standard general conditions.
  • Facilitates communication with the Divisional Risk Manager and other Balfour Beatty departments for enrollment in Balfour Beatty Insurance, CCIP and Subguard programs.
  • Prepares and maintains appropriate documentation to include, but not limited to subcontractor bonding capacity, award, amounts and value of work completed to date.
  • Addresses all subcontractors inquires related to contractural language, financial prequalification and insurance requirements in a professional and timely manner.
  • Awards subcontracts and purchase orders to qualified firms ensuring timely execution of the documents.
  • Prepares subcontracts and purchase orders for the Contracts Administration to process.
  • Works closely with the Contracts Expeditor on research and evaluation of the risk analysis process.

Working Conditions
  • The majority of the work is completed in an office setting at the Division's main office.
  • Periodic meetings at off-site locations may occur.
Education, Experience, and Knowledge
  • B.S. in Business or related field preferred.
  • Paralegal or legal background required, plus minimum 4 to 7 years experience in the construction industry; residential construction preferred.
  • Acts in a manner of integrity that demonstrates support for the company values and the employees, while maintaining constant focus on meeting/exceeding customer requirements and expectations.
  • Able to plan and solve problems with effective solutions, foresees hidden problems and adjusts for roadblocks, measures performance against goals
