The Town of Prosper, Texas (2023 est. pop. 38,540) is located within the Dallas-Fort Worth-Arlington metropolitan area, approximately 35 miles due North of Downtown Dallas. With Frisco to its South approaching buildout, the Town is growing rapidly adding over 33,000 new residents since 2000. Buildout of 75,000 will occur in the next 10-20 years. Under the general direction of the Deputy Town Manager, the Human Resources Director directs, manages, supervises and coordinates the activities and operations of the Human Resources department including recruitment, employment services, personnel issues, compensation and benefits, employee relations, performance management, customer service, training, safety, workers’ compensation, organization and policy development, and payroll support.

LEADERSHIP OPPORTUNITIES

Strategic Priorities: The HR Director will play a pivotal role in identifying critical issues and priorities for the department and organization. In addition to ensuring employment law compliance and analyzing pay plans and position classifications, the Director will also focus on mental health and employee well-being and review administrative and personnel policies in light of technological advancements and organizational growth, leverage technology for HR operations and communication, evaluate and implement HR systems for efficiency and effectiveness and embrace innovation and creativity in HR initiatives and programs.

Cultural Influence and Collaboration: Leadership in human resources extends to building camaraderie and community within the organization and understanding, nurturing and shaping the culture by setting trends and providing effective support within the Town. The HR Director will actively facilitate and encourage open communication, approachability, team-building events, and strong problem-solving skills to maintain staff engagement and foster a positive, inclusive, professional, and robust public service work environment. The Director will establish trust and strong relationships with staff, the executive team and department directors and serve as a trusted advisor and partner for HR related matters.

Continuous Improvement and Adaptability: The HR Director will have the opportunity to implement a strategic approach to risk management and internal organizational development training. Key focuses include prioritizing effective recruiting and retention strategies, implementing a formal safety and risk mitigation program, aligning and maintaining compensation and benefits for market competitiveness and internal equity, and cultivating a culture of candor and solution-oriented dialogue within the leadership team. 

Talent Management and Development: The HR Director will have the opportunity to guide the development and management of talent to complement the Town’s and organization’s growth. The Director will get to apply their skills in the areas of recruitment, retention, and succession planning, ensuring total rewards alignment, and facilitating training and development programs for all staff levels.

The salary range for this position is $125,902—$164,696, anticipated hiring salary $150’s—$160’s, DOQ. The Town of Prosper offers a comprehensive benefits package to include medical, dental, and vision insurance; health savings and flexible spending accounts; life, AD&D, and long-term disability insurance; voluntary life & AD&D; deferred compensation and IRAs; pet insurance; employee assistance program and wellness benefits; vacation and sick time, and holiday leave; tuition reimbursement; cell phone allowance; and enrollment in the Texas Municipal Retirement System (TMRS) with a matching contribution ratio of 2 to 1; the employee contributes 7% of their salary on a pre-tax basis. 

This position requires a bachelor’s degree in Human Resources, Business Administration, Public Administration or a related field and five or more years of progressive Human Resources work experience. Experience must also include working knowledge in multiple disciplines, including but not limited to: Executive Leadership, Employee Relations, Compensation, Benefits, Strategic Planning, and Staffing/Recruitment. Three or more years of supervisory experience is required. Experience in administration of self-insured health programs is a plus. Professional certification preferred (PHR, SPHR, or equivalent). A valid Texas Driver’s License, or ability to obtain one, and a safe driving record is required.
