PARALEGAL PROJECT SPECIALIST

Job Summary:
The Department of Economic Security, Office of the General Counsel (OGC) is seeking an experienced and highly motivated individual to join our team as a Paralegal Project Specialist. This position will protect the integrity of DES programs and services from fraud, waste, and abuse, provides security for all individuals at DES facilities, and continuously strives to improve efficiency and effectiveness to better serve the citizens of Arizona.
The Paralegal Project Specialist responsible for directly supporting all legal functions of the Office of the General Counsel (OGC). The Paralegal Project Specialist may also answer case related inquiries from the Office of the Attorney General, outside counsel and/or other state agencies as well as support the administrative needs of the General Counsel, Deputy General Counsel or Associate General Counsel.

Job Duties:
  • Supports all legal functions of the OGC including docketing deadlines, monitoring status of active litigation, and conducting legal research; preparing initial draft discovery responses as well as other legal memoranda; identifying and analyzing rules, regulations, subregulatory guidance and legal opinions; and reviewing other legal documents as assigned.
  • Works within the Agency to gather documents which are evidence for disclosure pursuant to court order or civil rules, or agency responsive materials subject to disclosure pursuant to public records law.
  • Manages and track enterprise level OGC projects including but not limited to monitoring, tracking of litigation cases and other deliverables, and reporting out preparation.
  • Coordinates case related responses to inquiries from the Office of the Attorney General, outside counsel and/or other state agencies. Support the administrative needs of the General Counsel, Deputy General Counsel, or Associate General Counsel.
  • Ensures compliance with all laws, rules, policies, and procedures applicable to the performance of the job. Attend paraprofessional trainings and continuing education courses. Work independently to generate required daily activities. Performance of other duties as assigned.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
  • Legal practices and principals.
  • Federal and State laws, rules and regulations, codes, public benefits subregulatory guidance, health care law processes, rules of procedure, and related jurisdictional limits.
  • Judicial and administrative forums and tribunals with related procedures including discovery.
  • Legal concepts, terminology; State agencies acronyms.
  • Ethical obligations set forth by the Arizona Supreme Court, State Bar of Arizona, and the American Bar Association.
  • Project monitoring and delivery processes including tracking and reporting.
  • Modern office technology and related procedures.
Skills In:
  • Identifying, extracting, and utilizing information from legal resources including statutes, rules, codes, regulations, case law, Attorney General Opinions.
  • Training, planning and organizing independent work and that of other legal staff.
  • Distilling complex data into usable material.
  • Written and oral communication of legal facts, theories, and opinions.
  • Online and web-based applications and platforms.
  • Project planning and reorganization.
  • Problem solving, analysis and decision making.

  • Appropriately incorporate all current state laws, rules, regulations, and agency and in office procedures as well as rules of the court.
  • Analyze situations and use excellent judgment in making decisions.
  • Independently identify issues and prepare concise analysis of files and legal documentation, incorporating all facts obtained in a thorough, orderly and cohesive manner.
  • Organize large numbers of documents for ready availability to the General Counsel and others as directed.
  • Prepare drafts of legal pleadings, memoranda and correspondence.
  • Interact with and obtain information from client representatives, witnesses, litigants, court officials and representatives of state agencies.
Selective Preference(s):
  • 3 years full-time employment as a paralegal; or 3 years full time employment with the State of Arizona as a Legal Assistant, Project Specialist, or Paralegal; or a Bachelor's degree in any area plus paralegal certification through an institutionally accredited program and
  • 1 year of full-time employment as a paralegal; or any equivalent paralegal or legal education and/or experience.
Pre-Employment Requirements:
  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
