The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
We are seeking an experienced and highly motivated individual to join our team as a State Monitor Advocate with the Workforce Development Administration (WDA). This position is responsible for ensuring Migrant Seasonal Farm Workers (MSFWs) statewide are provided with equitable services offered by leveraging partnerships at the local, state, and national level that serve the interests of MSFWs by ensuring they have access to these services in a way that is unique to their needs. This role is critical to Arizona given the agricultural industry’s significant role in the state’s economy and demographic composition.

Across our many agencies, boards, commissions, many State employees participate in the State’s Remote Work Program and are able to work remotely in their homes, in offices, and in hoteling spaces. All work, including remote work, should be performed within Arizona, unless an exception is properly authorized in advance.
Job Duties:
• Monitor and evaluate services delivered to Migrant Seasonal Farmworkers. Monitor the Employment Service complaint system for processing complaints and policies and procedures related to customer complaints. Ensure all significant MSFW one-stop centers are reviewed at least once per year.
• Work with ARIZONA@WORK staff to develop standard statewide procedures and processes that align with Department of Labor and state policies; Provide guidance and support needed for quality assurance, internal controls, and achieve Department of Labor (DOL), Division, and Administration measures.
• Utilizing Arizona Management System for leading, managing performance, and problem-solving to assist in analyzing data and systems reports in order to make recommendations on service delivery improvement. Provide real-time, ongoing staff technical assistance to direct service staff to include the development of a multi-faceted training system that is inclusive to interested partnership staff and leaders.
• Enforces policies and procedures as the division point of contact on the MSFW program and Employment Services complaint system with DOL and other interested parties. Develop positive working relationships and collaborate with National Farmworker Jobs Program (NFJP) grantee, other MSFW service providers, advocacy organizations, and employers by advocating to improve services to MSFWs.
• Application of DOL regulations 20 CFR 653-658, State policies, and service delivery strategies tied to the administration of the MSFW program, agricultural clearance system, and the Employment Services compliant system, and how they interlock with other divisions, DOL, and key partners.
• Track equity indicators and minimum service level indicators (20 CFR 653.109(g)-(h), outreach activities and submit quarterly reports to DOL.
• Review outreach workers' daily logs and other reports including those showing or reflecting the workers' activities. Formulate corrective actions plan where deficiencies exist and report findings.
• Prepare and submit the Agricultural Outreach Plan (AOP) and Annual Outreach Summaries.
Knowledge, Skills & Abilities (KSAs):
• Knowledge of mediation, negotiation, and monitoring techniques and practices.
• Knowledge of quality control, assessment, and research analysis methods.
• Knowledge of planning, organizing, and directing comprehensive administrative services including fiscal management and control.
• Knowledge of community services practices and resources, customer service, and public relations.
• Knowledge of basic principles of presentation, training methods, and principles of learning.
• Skill in directing a comprehensive administrative service program.
• Skill in successfully initiating and maintaining complex and difficult relations with employees and the public.
• Skill in researching and interpretation of Federal and State laws, statutes, rules, regulations, and guidelines applicable to area of assignment.
• Skill in conducting assessments and preparing reports, recommendations, and corrective action plans.
• Skill in leadership and supervision of a geographically dispersed team.
• Ability to learn, understand, and interpret state and federal laws, regulations and policies, Equal Employment Opportunity Laws, the Federal Labor Standard Act, department/division program policies and procedures, and agency personnel rules and procedures.
• Ability to collect and review data on a regular basis to anticipate needs and make necessary adjustments to knowledge or processes.
• Ability to understand stakeholder circumstances, problems, expectations, and needs, sharing information to build understanding of issues and capabilities to problem solve issues and resolve conflicts.
• Ability to establish and maintain controls over schedules, timetables, and priorities.
Selective Preference(s):
• MSFW background, speak Spanish and have substantial work experience in farmworker activities as defined by CFR 653.108. Three years managerial experience in one or more of the functions related to the duties of this class; a Master's degree in business or public administration from an accredited college or university may substitute for one year of the required experience.
Pre-Employment Requirements:
• Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• The position will require a current, valid Arizona Driver’s License. Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) and have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
