POSITION SUMMARY

The Director of Operations and Business Administration is responsible for developing, monitoring, managing, and reporting for all Transportation Department Finance, Accounting, Grants, and Audit functions. The incumbent plays an integral part in budget formulation, budget oversight, accounts payable, creating reports, auditing invoices, and ensuring high support for the budget development processes. This position will work with various stakeholders, including Procurement, Accounting, Budget, Federal Programs, Schools Division, and Grants.

MINIMUM REQUIREMENTS

EDUCATION:

• Bachelor's degree in Finance, Public Administration, Accounting, or a related field required

• Master's degree In Finance, Public Administration, Accounting, or a related field preferred

CERTIFICATION/LICENSE:

· Valid Georgia driver's license and availability of private transportation to attend off-site meetings

WORK EXPERIENCE:

· Five (5) years of experience working in governmental accounting, finance, or budgeting.

· Experience in school district finance or budget preferred.

KNOWLEDGE, SKILLS & ABILITIES

· Sound knowledge of the GAAP principles and best practices of budget management, procedures, and guidelines

· Strong analytical skills

· Ability to understand the correlation between budget and financial data

· Excellent research practices and techniques

· Understanding and familiarity with federal, state, and local laws, regulations, and guidelines governing the budget process

· Ability to communicate effectively verbally and in writing, consistently applying correct grammar, spelling, punctuation, and vocabulary

· Ability to prepare clear, concise, and accurate correspondence, reports, and other written materials

· Dependable, able to work under pressure and meet deadlines as required

· Able to be organized, set priorities, and exercise sound independent judgment within areas of responsibility

· Excellent presentation skills for educating internal and external stakeholders on budget processes and principles

· Ability to apply critical thinking skills In rendering solutions to various issues

· Able to collaborate effectively with diverse groups of people

· Ability to work independently and as a team player, fulfilling additional duties as deemed necessary by management

Requirements

ESSENTIAL DUTIES

· Ensure all accounts payable (A/P) functions for the department are being adhered to through managing all procurement activity for the department, such as, but not limited to:

o Departmental purchase card (P-Card) transactions and payments

o Invoice encumbrance process and invoice approval workflow process for the department

o Forecasts A/P expenditures for current and future budget cycles

o Produces A/P Reports and Procurement Reports

· Manages the overall grant application process to ensure the department fulfills the stipulations of the grants.

o Applies for multimillion-dollar grants over a multiyear timespan, including applications for private and public grants

o Collaborates with the Accounting Department for internal and external grant applications; maintaining bus purchase documentation in order to submit for grants in conjunction with the Accounting Department adequately

· Develops, implements, and maintains databases/data systems, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality. 

· Provides technical expertise regarding data models, database design development, data mining, and segmentation techniques.

· Assists in the preparation of budgets to be submitted to central office.

o Provides analysis and forecasting to manage the district's white and yellow fleet

· Vendor Statement Audit: Attests to the validity of statements issued to APS Transportation by various vendors to confirm that A/P transactions are consistent with actual products and services ordered.

· Internal Control Audit & Improvement: Performs internal control audits to ensure internal structures are equipped to prevent malicious manipulation or undue risk. 

· Assists with records maintenance and destruction following GAAP principles.

· Collects, organizes, analyzes, and disseminates significant amounts of information with attention to detail, accurately interprets data, analyzes results using statistical techniques, and provides ongoing reports.

· Identifies, analyzes, and interprets trends or patterns in complex data sets, and thousands of rows of data within Microsoft Excel. 

· Filters and cleans data by reviewing computer reports, printouts, and performance indicators. 

· Works with senior staff to prioritize business and information needs and locate and define new process improvement opportunities.

· Performs data analytics for incoming data from vendors and internal reports to recommend workflow changes in accordance with data analysis.

· Required to have prompt, regular attendance in-person and be available to work on-site, In-person during regular business hours and as needed.

· Performs other duties as assigned by an appropriate administrator or their representative.

Environmental Requirements: Ability to encounter constant work interruptions; work cooperatively with others; work independently; work indoors.

Mental Requirements: Ability to read, write, understand, interpret and apply information at a moderately complex level essential for successful job performance; math skills at a high school proficiency level; judgement and the ability to process information quickly; learn quickly and follow verbal procedures and standards; give verbal instruction; rank tasks in order of importance; copy, compare, compile and coordinate information and records.
