Commerce, International Trade Administration is Hiring a Supervisory Management & Program Analyst Near Washington, DC

Summary This vacancy is for a Supervisory Management & Program Analyst, in International Trade Administration, Office of Enforcement & Compliance, Office of Operations Support (ITA/E&C/OOS), within the Department of Commerce. The position reports to the Director of the Office of Operations Support, and supervises a Team who is responsible for Administrative & Management Operations Support. Responsibilities As a Supervisory Management Program Analyst Supervisory Management & Program Analyst, you will perform the following duties: Develop and oversee multiple functional operations support areas, i.e., Travel Management, Space Management & Planning, Acquisitions and COR Activities, Purchase Card Program, Workforce Analysis, and manages the accountability and inventory of government-furnished Equipment (GFE), i.e., computers, cellphones, other property. Supervise a Team responsible for resource-management and operations support; and perform work planning, scheduling, set work priorities, balance workload, liaise as needed on recruit actions, time & attendance (approval/disapproval), and evaluate performance. Provide authoritative advice and consultation to the Office Director. Evaluate, recommend, and facilitate implementation of new approaches, i.e., policies and SOPs to increase program effectiveness and to meet goals and objectives. Provide oversight of Business Unit's Purchase Card Program; and serve as a purchase card holder and Approving Official. Manage contract/COR functions and acquisition tasks for one or more contracts. Work to resolve travel issues with other travel coordinators across the business unit; and negotiate agreements to resolve conflicts and controversial issues. Actively participates in staff and/or management level meetings and discussions pertaining to the activities encompassed in the administrative and management functions of ITA/E&C. This Job Opportunity Announcement may be used to fill other Supervisory Management & Program Analyst GS-0343-14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience. Qualifications Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS13 in the Federal service. Specialized experience is defined as: Led or supervised a Team who performed management operations support functions for a business unit. Served as a technical expert and resource in Federal domestic and/or international government travel program management and regulation. Served as a Contractor Officer Representative (COR) and performed acquisition related functions (e.g., drafting requisitions, Performance Work Statements, Independent Government Cost Estimates). Communicated technical and/or non-technical information to a wide range of audiences, and with varying degrees of complexity and sensitivity.
