Around the Clock Support Services is a 24-hour residential agency located in Marion County that provides continuous care and services to adults with intellectual/developmental disabilities in a home environment designed to enhance an individual's quality of life. We are largely dedicated to our clients and staff. We are continually striving to create the best home environment for the individuals we serve, as well as the best vocational environment for the employees we hire!

We are currently seeking a Payroll/Benefits Specialist in Salem, Oregon. Our homes are run 24 hours a day, the Payroll/Benefits Specialist typically works between 8:00AM – 5:00PM, with some occasional flexibility.

QUALIFICATIONS AND BACKGROUND/EXPERIENCE:

  • High School Diploma or GED.
  • Due to driving restrictions, applicants must be 23 years of age.
  • This position typically requires 3 – 5 years of solid HR experience, including good understanding of current employment regulations.
  • Must have a valid Oregon driver license, have a clean driving record, be at least 23 years of age and have been licensed more than two years.
  • Must pass a DHS fingerprint and background check.
  • This position must be able to handle confidential and proprietary information appropriately and responsibly.
  • This position requires excellent customer service, communication, and organizational skills.
  • This position requires extreme accuracy and attention to detail at times.
  • This position requires intermediate math skills, including the ability to calculate a variety of complex figures and equations.
  • This position requires a demonstrated ability to prioritize and handle multiple projects and problem solve, with little direction.
  • This position requires a demonstrated ability to effectively communicate (verbally and written) to a variety of audiences.
  • Strong general office and computer skills required.
  • Spanish speaking is a plus but not required.

PRIMARY PURPOSE

The Human Resources is responsible for organizing and coordinating office administration and procedures, in order to ensure organizational effectiveness, efficiency, and safety. This position maintains the organization’s human resources through employee record keeping, employee relations management, and compliance oversight. Provides Human Resources support in a variety of HR, clerical and other duties to company leadership and office staff.

LEADERSHIP

  • Communicates organization and program goals, safety practices, and deadlines with designated teams.
  • Responsible for accessing and overseeing the organization’s performance evaluations.
  • Identifies, assesses, and responds to internal and external office issues that affect the organization.
  • Maintain a welcoming HR environment and greet all ATCSS customers in a professional and friendly manner.
  • Maintain a positive business relationship with all employees.
  • All work performed must be in alignment with the mission and values of Around the Clock Support Services.

ADMINISTRATIVE RESPONSIBILITIES

  • Responsible for maintaining and ensuring accurate employee files by making sure that all paperwork is filed electronically in a timely manner and timely retrieval of employee files when requested, and keeping up to date.
  • Responsible for electronically drafting, reviewing and getting approval from the Executive Team for acceptance letters with new hires and current employees if a position change happens.
  • Responsible for ensuring all documents required are located in employee files and kept up to date (including background checks, annual training, etc.)
  • Know and maintain State and Federal restrictions during pandemic and high flu season.
  • Responsible for processing workers’ compensation claims, submits accordingly, and ensures a follow through until closed.
  • Responsible for the development of HR and office policies and procedures.
  • Contact person for any accidents for employees while on shift and ensure to get all required forms needed (801, DMV, Drug Test).
  • Assist payroll with completing Workers Compensation Audits and claims.
  • Responsible for completing Employment and Unemployment claims and submitting by deadlines and attached supporting documents (disciplinary actions, handbook, trainings, policy and procedures, etc.)
  • Responsible for appealing all approved Unemployment claims, gathering needed documents, etc.
  • Support all ATCSS employees by accomplishing various administrative tasks as requested.
  • Understanding of HIPPA laws and the ability to use discretion when handling resident and employee information.
  • Demonstrate knowledge of ATCSS policies and procedures, changes within the company, and the types of support that ATCSS provides residents and their family members.
  • Requires use of multi-line phone system, adobe acrobat, use of intermedia faxing technology, and use of office scanner.
  • Keep updated electronic agency records and perform any clerical duties as assigned when needed.
  • Responsible for running background checks, DMV record checks, drug screens and reference checks for new hires, and continually after.
  • Responsible for sending DMV record checks for approval prior to hire and submitting weekly updates to Beth (insurance company) that got hired and/or were terminated.
  • Maintain a "tracker" file for timely processing for new hire orientation training, 90 day and yearly employee reviews/evaluations.
  • Responsible for obtaining appropriate documents for new hires and ensures that all the proper documents are completed, signed and placed in the personnel record (acceptance letter, new hire paperwork, training docs, identification, certifications, ect.).
  • Responsible for processing and administering all leave-of-absence requests and disability paperwork including medical, personal, and disability.
  • Effectively interprets ADA implications as they relate to leaves of absences/disabilities.
  • Assists the Executive Team with drafting and publishing memoranda of any changes to the agency's policies, procedures, or practices.
  • Responsible for updating employee handbook at least yearly, or more if changes are needed.
  • Responsible for creating and maintaining office policies as necessary
  • Keeps basic record keeping and communications needs; assists employees with questions and needs related to their employment.
  • Completes general office copy and filing.
  • Responsible for overseeing all master documents on google sheets and drive.

EMPLOYEE MANAGEMENT

  • Coaches, trains, and mentors’ employees, providing positive leadership and team building based on respect, cooperation, and competency; and which embraces the ATCSS mission, vision, and values.
  • Provides ongoing training on recruiting, hiring, disciplinary action and performance management.
  • Assist with keeping Employee Pay Information spreadsheet up to date
  • Responsible for creating, and keeping up to date information on employee call out tracking systems.
  • Responsible for creating and keeping up to date information for any type of leave for all employees.
  • Responsible for replying to indeed and google reviews with a professional and positive response within 24 hours of it being posted.
  • Reviews and approves all disciplinary actions, and participates as needed.
  • Assists Residential Coordinators and Program Managers in providing disciplinary action, as applicable to protect the integrity of the agency & provide leadership and support.
  • Maintains necessary records, logs, and other documentation as required by ATCSS and the state/county.
  • Complies with the Federal, State and Local regulations, as well as ATCSS policies and procedures, regarding personnel issues to include payroll/compensation issues and employee discipline and firing.
  • Assures that all employees effectively perform the essential functions of their positions and ensure that assistance provided to people receiving support is done through the implementation of the ATCSS mission, vision, and values.
  • Effectively problem solves and makes decisions regarding resolving crisis situations and developing resolutions between parties.
  • Oversee the process of recruitment and interviewing staff who have the right technical and personal abilities.
  • Provides leadership and support to all employees.
  • Participates in staff meetings for support as needed.
  • Serves as a liaison to employees regarding various personnel policies.

OTHER DUTIES

  • Ensures a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations.
  • Adds all meetings to Google calendar.

Job Type: Full-time

Pay: Up to $30.00 per hour
