Archdiocese of St. Louis is Hiring a Housing Inspector Near St. Louis, MO

St. Patrick Center provides opportunities for self-sufficiency and dignity to people who are homeless or at risk of becoming homeless. Individuals and families build permanent, positive change in their lives through safe and affordable housing, sound mental and physical health, and employment and financial stability.

Working collaboratively with individuals, businesses, government and other service providers, St. Patrick Center will end chronic homelessness in the St. Louis region through Housing First, an evidence-based practice that tells us to remove barriers, do intake and assessment early, move people into housing and offer them support to achieve their goals.

Job Summary

St. Patrick Center, a ministry of Catholic Charities, is hiring a Housing Inspector. As a member of the Housing program, the inspector will conduct inspections for housing program participants and ensure that current Housing Quality Standards are being met. Each inspection will consist of 13 key aspects of housing quality, performance requirements, and acceptability criteria. This position will work closely with the Shelter Plus Care and Project Protect teams, while offering support to other housing programs as needed. The Housing Inspector must remain professional and communicative while working with landlords and property managers. This position works Monday through Friday from 8:00am to 4:30pm. The salary range is between $35,000 to $45,000.

Job Responsibilities

  • Conduct move-in, annual, and special inspections for housing program participants
  • Ensure that all inspections meet the required Housing Quality Standards regulations required by HUD.
  • Receive inspection requests directly from Housing Compliance Specialists
  • Respond promptly to all inspection inquiries and correspondence, ensure timely completion of requests.
  • Communicate inspection results with peers, landlord, and tenant.
  • Follow up with landlords and monitor needed repairs until inspection meets HQS standards.
  • Accurately complete all inspection reports in a timely manner
  • Educate clients on their rights and responsibilities as a tenant.
  • Advocate for clients when speaking with landlords.
  • Model appropriate communication and relationship building skills.
  • Collaborate with internal/external resources to assist clients as needed.
  • Maintain accurate documentation and update internal database to document inspection status.
  • Establish and maintain positive relationships with landlords and community agencies.
  • Provide support to clients with varying levels of mental health, physical health, and substance use concerns.
  • Assist with agency-wide and seasonal projects as needed.
  • Responsible for agency policy regarding work hours, building security, and all written
  • personnel standards.
  • Other duties as assigned by program manager.

Job Requirements

  • High School Diploma or GED required.
  • Certified Peer Support Specialist, or equivalent experience.
  • Knowledge of MO Tenant-Landlord Law required.
  • Knowledge of behavioral health and substance use disorder issues.
  • Experience with trauma-informed services.
  • Knowledge of community agencies.
  • Understanding of federal, state, and agency policies of confidentiality.
  • Excellent communication skills.
  • Crisis intervention experience.
  • Self-motivated and ability to work in team atmosphere.
  • Respect for clients, landlords, and peers.
  • Sensitive to cultural diversity.
  • Detail-oriented
  • Moderate computer skills

SKILLS REQUIRED FOR SUCCESS IN JOB

  • Requires Class E Driver License (MO residents only)
  • Requires reliable vehicle.
  • Requires valid and current auto insurance.
  • Ability to work a minimum of 37.5 hours per week.

PREFERRED QUALIFICATIONS

  • Bachelor's degree in related field preferred.
  • Knowledge of housing resources preferred.

Pre-Employment Screening
All candidates receiving an employment offer must submit a pre-employment screening. Various positions will require physical examination, Tuberculosis screening and Hepatitis A. All offers are contingent upon successful completion of required screening.
