St. Louis Housing Authority is Hiring a Contract and Compliance Specialist Near St. Louis, MO

POSITION SUMMARY:

This is a challenging, professional, exempt position responsible for complex administrative work requiring relationship management, budgeting, contract management and analytical skills. The position reports to the Director of Operations for Public Housing and carries out projects or assignments involving the performance of specialized duties related to third-party property management agents (PMA) to ensure compliance with asset management principles and HUD rules and regulations. This position will monitor PMA performance and contract compliance including physical inspections in accordance with HUD PHAS guidelines. This position is responsible for analyzing data, preparing reports and coordinating activities with PMAs including opening SLHA's Site-Based wait lists. This position also assists with coordinating Public Safety activities with the St. Louis Metropolitan Police Department. This position requires independent judgment based on knowledge gained through experience and knowledge of HUD multifamily and public housing rules and regulations. This position will require a close working relationship with PMAs and multiple Authority departments.

MINIMUM QUALIFICATIONS:

  • Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a Bachelor's Degree and three (3) years of related experience. Knowledge of public housing and or contract management preferred. Must be a self-starter and solutions driven.
  • Considerable knowledge of principles, practices, techniques and industry standards relating to Property Management.
  • Ability to compile information and prepare narrative, operational and statistical reports.
  • General knowledge of police practices and procedures.
  • Knowledge of performing property inspections, identifying deficiencies and recommending improvements in accordance with HUD standards.
  • Ability to work effectively on multiple assignments, prioritizing appropriately and meeting deadlines.
  • Skill in oral and written communication.
  • Ability to establish and maintain effective working relationships with co-workers and persons outside of the Authority.
  • Ability to deal effectively with situations that require tact and diplomacy, yet firmness.
  • Ability to monitor unit vacancies and work with PMAs to ensure timely leasing of all available units; coordinate the opening and closing of site-based waiting lists. Coordinate the preparation and monitoring of property budgets in conjunction with the PMAs.
  • Skill in tracking crime and crime related problems in SLHA developments through a variety of measures including but not limited to Lease Violations (and enforcement) related to criminal activity, Crime Reduction Strategies, Incident Reports and other information reported by PMAs.
  • Ability to monitor budget and performance for Housing Authority Police Officer contract; reviews actions and makes recommendations within the scope of the contract.
  • Ability to conduct on-site management reviews and inspections to evaluate financial management, leasing and occupancy practices, resident management relations, property maintenance activities, effectiveness of security measures and all other property management practices. Provide advisory assistance in developing solutions to complex property management problems.
  • Skill in providing technical assistance and training to SLHA and PMA staff regarding Yardi/Rent Cafe. Assist the Director of Operations/IT in updating and coordinating process flows for public housing management activities.
  • Skill in performing audits of PMA's physical and electronic files to ensure compliance with HUD regulations and SLHA requirements. Conduct annual monitoring visits, document visits and issue compliance letters to PMAs if deficiencies are identified.
  • Must have and maintain a current driver's license and be insurable under the Authority's automobile insurance.
