Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors. Through our Street to Home outreach program and transitional housing resources, we help people get, and stay, on the path to a permanent home.
Reporting to the Vice President, Government Contract Compliance and Data Strategy, the Director, Government Contract Compliance supports the organization by overseeing government contract maintenance and ensures accuracy and compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Manage all aspects of government contract maintenance: renewals, extensions, and timely Corrective Action Plans
  • Act as administrator for all government contracting systems, audit content, privacy, and access requests
  • Manage ongoing audits of permissions to ensure appropriate access • Work with cross-departmental teams to ensure the organization is up to date with funder system submission requirements
  • Ensure all contracting documents, reporting requirements and deadlines are met, and that staff respond to inquiries and corrective actions timely and effectively
  • Manage transition of contracts to Programs, Property Management and other internal departments, including communication of requirements to necessary teams and ensuring compliance with procurement and executing of government contracts
  • Prepare contract related correspondence and reports requested by government agencies or in response to policy regulations or changes and provide certifications and other compliance documentation
  • Support contract application submission including preparing and/or consolidating work scopes, budgets, and organizational documents; facilitate and support the negotiation of changes to originally proposed scopes of services, deliverables, etc.
  • Produce and submit responses and documents (RFPs, RFQs, NOFAs), including certifications and other compliance documentation including verification of allocations and monthly contract billing
  • Responsible for document storage: maintain all original contracts, and subsequent amendments and renewals, with all federal, state, and local government and other agencies
  • Represent organization at external meetings, workgroups, and committees, and provide updates to senior leadership
  • Produce compliance documentation when requested
  • Perform other duties as assigned
MINIMUM QUALIFICATIONS:
  • Bachelor’s degree required; Master’s degree preferred
  • Minimum 4 years of experience in housing, government regulations and funding, social services
  • Comprehension and implementation of regulatory requirements experience
  • Minimum 1 year of supervisory experience
  • Exceptional writing abilities, and collaborative work style
  • Systems management experience, and ability to navigate multiple databases
  • Skilled at project management
  • Ability to learn databases and information management systems
  • Proficient in MS Office Suite, including Excel functions: index matches and pivot tables. Expected to gain proficiency in government and other databases, Real Page, and other software programs/services used by the organization
