This position is to support performance management, assessment, and evaluation activities for the Department of State's Global Engagement Center. The Monitoring and Evaluation Specialist will be primarily responsible for project design, the development and implementation of performance management plans, and adherence to 18 FAM 300. Primary/Major Duties and Responsibilities (Essential Functions): * Coordinate with Grants Officers, Program Officers, and Division leadership to design projects that are aligned to GEC strategy and priorities.
* Support Program Officers in the design of activities by developing theories of change and using logic models to determine links between efforts and priorities or strategies.
* Draft Notices of Funding Opportunity (NOFOs) to ensure that solicitations are clear, concise, and articulate the requirements of the projects.
* Work with implementers to develop Performance Management Plans for all projects and activities implemented by the customer program office.
* Responsible for the collection, analysis, and management of data and information.
* Determine data collection methodologies, develop data collection tools, and establish data quality assessment requirements.
* Provide research in support of data-driven programming.
* Work with stakeholders to develop a robust understanding of the environment in which programs and activities are implemented and to provide support as needed, including environment assessments and root cause analyses.
* Develop and implement a Learning Agenda in coordination with the supported Division and M&E Team.
* Participate in strategic planning and review to facilitate design-driven programming.
* Provide training and facilitate capacity building activities as required by the program office.
* Create products that communicate information to the customer in support of programs and activities.
Other duties as assigned REQUIRED QUALIFICATIONS AND EXPERIENCE: * Demonstrated educational experience of at least a bachelor's degree in relevant field of study (Public Policy/Administration, Social Sciences, Economics, Monitoring and Evaluation, etc.)
* Previous experience in similar role involving performance management, assessments, and evaluation.
* Demonstrated experience designing projects and programs using results chains and that are demonstrably aligned to strategy and priorities.
* Experience conducting research using qualitative and quantitative methodologies.
* Ability to draft reports clearly outlining findings from data analysis.
* Demonstrated experience in developing data collection tools, data analysis and data management.
* Demonstrated skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds.
* Demonstrated interpersonal skills and cultural awareness and sensitivity required to interact with a broad range of stakeholders.
* Demonstrated ability to work both independently and on a team.
* Analytical mind, with strong attention to detail, familiarity with systems and processes.
* Ability to manage multiple deadlines and prioritize deliverables in a timely manner to meet quick turnaround.
* Knowledge of research and applications, including survey software, social media analysis, statistical analysis, data management.
* Top Secret Clearance.
* Salary commensurate on experience.
Preferred Qualifications: * Strong understanding of 18 FAM 300, Managing for Results, systems, and social sciences.
* Experience with Department of State grants and cooperative agreements.
* Experience with analysis and reporting software, such as Nvivo, Tableau, and Safesforce.
* International experience in country or region where monitoring and evaluation activities occur.
* Master's Degree in relevant field of study (Public Policy/Administration, Social Sciences, Economics, Monitoring and Evaluation, etc.)
