Alliance for Community Empowerment Inc is Hiring a YouthBuild Program Manager (FT) Near Canoga Park, CA

YouthBuild: In 2013, ACE created the RUTH YouthBuild program in partnership with YouthBuild USA and the YouthBuild Charter School of California. The program initially centered on the development of its alternative high school program for high-barrier youth, combined with training in the building and construction trades leading to certification and employment. Additional career paths, and funding resources have been added over time to expand the program’s project-based learning, vocational training, leadership development, and support services.
Position: The YouthBuild Manager will ensure that the program is in compliance with all funding requirements, provide staff support and training, and ensure compliance with related policies and procedures, in order for the YouthBuild Program to be delivered with fidelity and remain on track.

KNOWLEDGE, SKILLS AND ABILITIES:

Able to participate in program design and development, contribute to budget planning, develop partnerships, and prepare funding proposals. Able to monitor and approve program expenditures and to track overall progress of program spending and deliverable results, as required. 
  • Has the demonstrated ability to plan and organize work activities, to maintain positive relationships with team members, and to provide ongoing coaching and development of team members through evaluation and training. Has the demonstrated ability to assess individual skills, monitor work activities, and provide timely and accurate evaluations of others’ work performance.
DUTIES & RESPONSIBILITIES:
  • Attends and participates in all mandatory meetings.
  • Fosters positive relationships with community members and partner organizations.
  • Participate in cultural and community building activities/events.
  • Works to incorporate into organizational culture best practices for diversity, equity, and inclusion, restorative justice, and trauma-informed care.
  • Completes complex administrative and analytical tasks involving the use of independent judgment and personal initiative; plans; ensures program quality and progress toward performance objectives.
  • Ensures timely and accurate collection of data needed to analyze program performance, drafts policies and procedures, and ensures compliance with governmental regulations and grantor standards; plans and prepares narrative and statistical reports on program and staff activities for use by the President, Board of Directors, and funding partners.
  • Represents ACE in presentations to key partners; coordinates and integrates services with other ACE programs and partner organizations; 
  • Collaborates with the leadership team to create a shared collective vision and goals for the organization; participates in administrative team meetings; conducts regular team meetings that are effectively run and responsive to program needs.
  • Collaborates with Chief Financial Officer on program budgeting; monitors program spending and ensures operations consistent with budgeted resources, Researches options and makes requisitions for equipment, goods, and services to meet program needs and monitors the procurement of the same.
  • Trains and supervises program staff, interns, and partners to ensure effective and efficient services are provided to program participants.
  • Prepares and presents periodic reviews of individual performance and develops training and supervision plans for program staff and volunteers; ensures supervisees register for and attend required trainings.
  • Ensures program participants receive services in the event of staff turnover, absences, or leave of absence
  • Responsible for ensuring the facility is safe for program operation and acts as liaison with ACE’s Facility Coordinator to resolve facility issues.
  • Identifies opportunities and helps to prepare grant applications for the continued development of ACE services; manages implementation and operation of supplemental grants for expansion of related programs.
  • Participates in recruitment, selection and onboarding of program staff. Supervises direct service staff and collaborates with Technology Manager to ensure accurate and timely data collection and reporting.
  • Supports and collaborates with teachers, construction trainers, and transition specialists. 
  • Supervises and mentors Care Managers and the Transition Specialist. This includes but is not limited to:*
    • Case Conferences to review participant progress.
    • Ensuring timely program exit of disengaged participants.
    • Shadow staff and provide feedback on the use of Restorative Justice, Motivational Interviewing, trauma-informed care, cultural humility, and other best practices for service delivery.
  • Collaborate with Directors and staff to support participants, ensuring accountability through ACE's restorative justice process.
  • Supervises the processing and distribution of participant stipends.
  • Supports with management of participant concerns and facilitates restorative justice meetings as needed.
  • Oversees the enrollment and orientation process of new and returning participants.
  • Other duties as assigned.
PHYSICAL REQUIREMENTS:
  • Prolonged periods standing and walking throughout facilities.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Must be able to bend, lift, stretch, climb, and crawl to provide services.
QUALIFICATIONS:
  • Bachelor’s degree in related field.
  • Minimum of 3 years experience in direct services for persons facing employment challenges such as substance use or mental disorders, justice system involvement, etc. 2 of which must include supervision or management; or Equivalent combination of training and experience.
  • Spanish language skills, verbal and written preferred.
  • Possess a current California Driver’s License, clean DMV record & adequate auto insurance. 
  • Must submit to a Department of Justice Criminal background check.
  • Initial TB employment clearance required.

The anticipated pay range for candidates who will work in California is $25 to $26 HOURLY. The offered pay to a successful candidate will be dependent on several factors that may include but are not limited to years of experience within the job, years of experience within the required industry, education, etc.
