Job Summary
The incumbent is the point of contact regarding employee benefits in the Office of Human Resources Management (HRM). He or she assists with the administration of the day-to-day operations of the benefits functions and duties within the Office of HRM.
Knowledge Skills and Abilities
Knowledge of principles and practices of HR benefits and payroll administration
Knowledge of federal, state and local laws pertaining to human resources management benefits
Excellent memory
Computer literacy
Excellent communication skills, verbal, written and interpersonal skills
Excellent customer service skills
Good organizational skills
Ability to handle multiple responsibilities and meet deadlines
Ability to establish and maintain effective working relationships with constituents
Essential Job Functions
Performs quality checks of benefits-related data
Participates in new hire orientation process related to benefits
Distributes benefits enrollment materials and determines eligibility
Ensures the accuracy of benefit enrollments
Approves, processes and enters payroll and benefits data based on information provided via Electronic Personnel Actions Forms (EPAFs) submitted by departments
Responsible for employee benefit changes to health, life, dental, vision and supplemental plans
Assist employees with the exit process and maintains statistical separation data
Transfers unused leave to PERS for exiting employees
Assists with the open enrollment process
Responds to benefits inquiries from managers and employees related to plan provisions, benefits enrollments, status changes and other general inquires
Oversees maintenance of employee benefits files, maintains group benefits database and updates employee payroll records
Assists with the processing of monthly billings and prepares check authorizations for submission to the accounting office
Qualifications
Associate degree in Business Administration, Human Resources Management, or related field
Bachelor’s degree preferred.
Experience and/or training/certification may be substituted for formal education.
One (1) experience in HRM and/or benefits administration preferred.
