Accomack County Public Schools is Hiring a Human Resources Director Near Accomac, VA

Job Title: Director of Human Resources and Staffing

Contract Length: 260 days

FLSA Status: Exempt


Job Summary

The job of the Director of Human Resources and Staffing was established for the purpose(s) of carrying forward the mission and vision of the school system by ensuring that all human capital initiatives are carried forward in an effective and efficient manner. The Director of Human Resources and Staffing plans, directs, and administers HR functions for the Division including but not limited to: Developing and monitoring HR procedures; Following HR related federal and state statutes and human relations; Interpreting employment contracts; Recommending all HR actions to the Superintendent; Assisting with employee benefits; assisting with employee evaluation procedures; recruiting and retaining staff, screening applicants; Planning and implementing all programs related to Human Resources and Staffing..


Requirements and Qualifications

Minimum Requirements:

  • Valid certification to meet State requirements with specific endorsement in the area to which assigned.
  • Bachelor’s degree from an accredited college or university, preferably in human resource management. (Master’s degree preferred)
  • At least 4-5 years of professional and/or supervisory experience in human resource management, educational leadership and/or other related experience.
  • Previous work experience that aligns with the Division’s need and goals.
  • Track record of managing projects and initiatives that achieved or exceeded ambitious goals.
  • Demonstrated ability to maintain a high degree of confidentiality and professionalism at all times in handling sensitive information, data and issues.


Major roles and responsibilities include, but are not limited to:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Monitors and maintains teacher licensure information.
  • Plans, directs, and coordinates the recruitment of and hiring procedures for all new personnel.
  • Reviews supervisor recommendations for employment of staff or personnel/salary changes and recommends for School Board Approval.
  • Assists administrators with staff hiring and placement decisions.
  • Plans and directs HR functions for the School District; develops and implements HR related programs, policies, and procedures.
  • Supports all administrators and supervisors regarding HR policies and procedures (e.g. hiring, discipline, evaluation, termination, benefits)
  • Stays current with federal and state mandates and regulations relating to HR practices and procedures (FMLA, FLSA, etc.).
  • Monitors on-line application sites and submits reports to administrators.
  • Responsible for organizing recruiting trips
  • Recruits new employees
  • Issues employment letters and contracts for new employees.
  • Oversees New Employee Orientation
  • Monitors staffing for all employee groups.
  • Formulates proposals, administers, and interprets employment contacts, agreements and policies.
  • Directs the implementation for compliance of all mandates and requirements; determines appropriate employee salary levels, steps or number of year’s credit, and processes all salary adjustments in collaboration with the payroll department.
  • Assists the payroll department with the employee benefit programs.
  • Facilitates the integration of new employees into the school division. Manages communications district wide regarding expectations, responsibilities and benefit information using a variety of vehicles including New Employee Orientation, answering questions in meetings or via phone, sending out periodic notices, and writing benefit related materials and ongoing general communication regarding employee benefits.
  • Coordinates special programs or projects such as new staff orientation programs, district workshops, and employee assistance programs.
  • Assists the Superintendent in preparation of required Board, State, and federal reports
  • Oversees the Coordinator of Student Services and Human Resources.
  • Resolves staffing issues and maintains an accountability system.
  • Handles Third Party Complaints
  • Performs all other duties and tasks as assigned by the Superintendent.


Knowledge of:

  • Basic operations, services, and activities of human resource programs and processes.
  • Working knowledge of HR related Federal and State laws and K-12 Virginia Statutes.
  • Knowledge of best practices regarding labor-management relations, conflict resolution, employee evaluations, progressive discipline, hiring and terminating, and benefits administration.
  • Pertinent federal, state, and local laws, codes, and safety regulations.


Working Conditions & Physical Requirements

Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to dial a telephone, to enter data into a computer; to see and read a computer screen and printed material with or without vision aids; hear and understand speech at normal classroom levels, outdoors and on the telephone; speak in audible tones so that others may understand clearly in normal classrooms, outdoors, and on the telephone; physical agility to lift up to 25 pounds; and to bend, stoop, sit on the floor, climb stairs, walk and reach overhead.
