POSITION PURPOSE AND EXAMPLES OF WORK:

POSITION PURPOSE: Review, analyze, and evaluate business systems and user needs. Document requirements, define scope and objectives, and formulate systems to parallel overall business strategies. Implement mobile device initiatives and address day-to-day issues.

MAJOR TASK STATEMENTS & REPRESENTATIVE ACTIVITIES (Percentage of time):

50% - Create new or modify/enhance functions within existing software platforms to meet user needs and requirements.

• Confer with users and technical staff to determine needs and requirements, work problems, business processes, etc.

· Determine software and system capabilities/limitations as well as research programs to assess effectiveness of proposed modifications or enhancements to meet user needs.
· Develop use case scenarios and perform quality assurance testing.
· Create, modify, and resolve issues with MS Word and PDF forms, or e-stamps.
· Prepare documentation of user specifications, program functions and steps required to develop or modify programs.
· Test updates and final product.
· Prepare user instruction manuals and provide training to on new automation tools and programs as required.
25% - Provide mobile device support by implementing mobile device initiatives and addressing day-to-day issues.

• Test iOS updates and notify users when to update their mobile devices.

· Set up new or replacement iPhones or iPads for users.
· Provide necessary documentation.
· Test and provide written instructions for updating mobile device hardware.
· Keep mobile device management software updated with phone information by user.
· Provide end user support by troubleshooting issues reported to the Help Desk.
· Coordinate the servicing and transfer of the after-hours laptop and phone on Mondays.
15% - Provide software training to users and provide technical support to Help Desk problem resolution.

• Confer with management and staff to determine training needs and objectives.

· Prepare training program and related materials which includes handouts and exercises.
· Conduct training classes.

• Answer questions and assist in resolving problems with MS Office programs and/or other issues referred to Help Desk.

10% - Assist with special projects, review new technology, and participate in program walk-throughs.

• Attend meetings for review and involvement with new technology.

· Maintain currency in new automation development and trends.
· Work on special projects as assigned.
SUPERVISION OF: None.

SUPERVISION BY: Application Development Manager provides general supervision; refers unusual problems and conflicts; work is reviewed by direct observation, feedback, meetings, and results of assignments.

SERVICE RESPONSIBILITY:

INTERNAL: All levels of court employees and management. Provides support for court applications and mobile devices. Troubleshoots and resolves problems.

EXTERNAL: Various Jackson County departments and partner agencies, including but not limited to Jackson County IT, Sheriff, Prosecuting Attorney, Office of State Courts Administrator, any other external agencies with access to Court applications, providing assistance in relation to business processes and interaction with court applications.

PRIMARY EQUIPMENT, TOOLS & MATERIALS USED: Computer and peripheral equipment, mobile devices (e.g. iPhones and iPads), telephone, voice mail, copier/printer/scanner/fax, technical manuals and guides, computer generated or handwritten diagrams, forms, reports, and manuals.

MINIMUM EDUCATION AND EXPERIENCE:

EDUCATION: Bachelor’s degree in computer science/information tech, data analytics/statistics, or related field.

EXPERIENCE: Two years’ experience in application development, or an environment working with computer information systems and databases. Experience must include project management, systems documentation, MS Office Products, and Adobe Acrobat. Experience with Mobile Device Management Software is preferred.

SPECIAL REQUIREMENTS:

• Must have valid driver’s license from state of residence, and provide proof of such.

· Must have auto liability insurance and a properly registered/reliable vehicle, and provide proof of such.
· Must submit to and pass criminal background check as prescribed by Courts.
· Employees in this position are subject to random and reasonable suspicion testing for illegal drug use.
KNOWLEDGE, SKILLS & ABILITIES: (This job description does not include specific physical requirements necessary to perform the job, such as, carrying, standing and lifting. Such requirements vary from position to position and may be determined by the appointing authority.)

• Considerable knowledge of MS Office Products and their capabilities.

· Knowledge of capabilities of computers and peripheral equipment.
· Ability to communicate effectively, both orally and in writing, and to prepare clear, complete and concise reports, technical documentation, presentations, and training materials, which can be highly detailed and statistical in nature.
· Ability to identify and interpret user business requirements and apply those requirements to software capabilities to determine feasibility of applications best suited for user needs.
· Ability to work independently with minimal supervision and to organize a variety of demands on time and prioritize work accordingly in a timely manner.
· Ability to travel to other buildings and other facilities to meet with users.
· Ability to work and relate in a positive fashion toward individuals from diverse backgrounds and maintain effective working relationships.
