There is a growing demand for our services as the number of individuals with disabilities and seniors continues to outpace the growth of younger populations. The need to ensure that our services are accessible, responsive to the changing needs of those we serve, cost-effective, and high-quality is central to our work. You will be working collaboratively with Deputy Directors, Office Chiefs, Unit Managers, and Regional Administrations you will be influential in addressing how we deliver statewide aging and long-term support services.
You'll do groundbreaking work, be part of the strategic planning and implementation of critical, highly consequential, and sensitive statewide issues and initiatives in delivering long-term care support services.
Your success will be measured by your ability to establish work plans to meet the objectives; develop and implement strategic planning and measures, and integrate and coordinate quality improvement planning. Recommend courses of action necessary to achieve mid and long-term Division strategic goals. Results will have a lasting impact on Division-wide operations and performance, client outcomes, partner, and stakeholder relations over the next five through ten-plus years.
Some of what you'll do:
  • Continuous improvement and lean strategy and implementation
  • Division-wide action planning and tracking
  • High-level complex and multi-dimensional project management and management research, analysis, and consultation services to the HCS Leadership Team
  • Organizational and operational management advice and consultation
  • Help to create plans including succession, emergency management, risk mitigation
  • Employee wellness, training, and development
  • Communication planning, development, and execution
  • Legislative coordination
  • Incident reporting, tracking, and trending
  • Division-wide equity, diversity, and inclusion activities
What we are looking for
  • Bachelor’s or Master’s Degree in business administration, public administration, law, public health, health administration, or a related field and five years of progressively responsible experience demonstrating the following:
  • Work successfully in a political environment and collaboratively with a broad spectrum of partners, state and local elected officials, other state agencies, local governments, tribal leaders, community-based organizations, and advocacy groups
  • Coordinate executive-level work without direct supervisory authority to do so, evaluating the impact of changes in procedures, policies, and legislation on the agency's strategic plan and current service delivery programs
  • Manage program projects from concept through implementation, scheduling, task delegation and management, risk, and issue management, and facilitating sponsor and stakeholder engagement and communication
  • Research, evaluate, assess, and make informed recommendations to executive-level leadership regarding significant, critical, and often highly confidential issues and initiatives
  • Conduct and facilitate effective meetings, draft correspondence, excellent oral and written communication skills
  • Knowledge of program and project management tools, as well as continuous improvement, change management, and evaluation tools and methods
  • Creative thinking, integrating abstract concepts, and presenting complex ideas effectively with diverse audiences.
Preferred/Desired education, competencies
  • Knowledge of emergency management and continuity planning
  • Knowledge of human resource management
  • Progressively responsible experience in developing measurable goals and targets, and monitoring organizational performance and progress
  • Broad-based knowledge of state and federal laws and regulations governing long-term care programs and understanding of human service systems at the state and local community level.
