Overview

The EQA Information Strategy (IS) Team will be responsible for the quality assurance and testing of the ETL process. ETL Testing requires an understanding of Independent Health data, the data model, the source to target mappings and verification of data transformation calculations and aggregation rules.

The Enterprise Quality Assurance Information Strategy Analyst-Senior will be responsible for Testing and Quality Assurance initiatives related to Enterprise Extracts and ETL activities. Initiatives include project work supporting risk adjustment, revenue generation, regulatory extracts and extracts that support IHA quality scores. The overall quality of the information in the extracts impacts our revenue from government business. Additional efforts support every line of business, including self-funded employer groups. The Senior will use approved testing procedures to ensure compliance with corporate policies and procedures to supply the minimum necessary information and PHI as described in the HIPAA Privacy Rules to avoid violations that cause reputational damage and potential fines to Independent Health. HIPAA Privacy Rules prescribe objectives to properly protect individuals' information while allowing the flow of health information needed to provide and promote high quality health care. The Senior will design and implement efficient and effective test plans including detailed test cases based on project artifacts including business requirements, functional specifications, source to target mapping documents, and technical specifications. The EQA IS Analyst-Senior will apply analytical and problem-solving skills to the design, planning, execution and deployment of assigned projects using approved Enterprise Quality Assurance processes to ensure the satisfaction of the defined and documented Business Requirements.

Qualifications
  • Bachelor's degree required. An additional four (4) years of experience will be considered in lieu of degree.
  • Five (5) years of QA experience required with a focus on ETL/Data analysis preferred.
  • Experience in a lead role including familiarity with QA and Testing tools and techniques, test design and execution and experience diagnosing, reporting, tracking, and resolving quality issues preferred.
  • Previous experience developing test plans, cases and scenarios for software development required.
  • Experience in data analysis required; experience with analyzing large data sets preferred.
  • Experience with SQL/PL/SQL, AWS technologies/services, Python and Oracle required.
  • Experience with project delivery.
  • Knowledge of all aspects of the software development life cycle (waterfall and agile) is required.
  • Strong analytical and diagnostic/problem solving skills required.
  • Advanced user level in MS Office products including Word, Project, PowerPoint, Excel and Visio preferred.
  • Detail oriented with strong organizational skills and time management skills to manage competing priorities.
  • Ability to communicate clearly in writing, by phone and in person.
  • Well-developed and demonstrated relationship management and collaboration skills and desire to work collaboratively in a team atmosphere.
  • Ability to work in a dynamic environment with rapidly changing priorities.

Essential Accountabilities
  • Adhere to established Enterprise Quality Assurance Plan and provide feedback and suggestions on improvements.
  • Adhere to established EDW and ETL SDLC and Corrective Action guidelines and provide feedback and suggestions for improvements.
  • Provide assistance/on the job training for querying capabilities to EQA Resources as requested.
  • Function as Enterprise Quality Assurance Lead on selected projects, operational procedures (such as functionality implementation, Change Management, monitoring, etc.) and release tasks utilizing project management skills. Lead the team in the approval of the Test Approach, Test Criteria, Tasks, Schedule for Strategic Projects based on approved Requirements and ensure test plans and schedules reflect the necessary activities and durations to achieve the defined requirement and objectives following available standards and guidelines.
  • Participate in Peer and Solution review of Business and Technical Specifications effecting designated areas of expertise and provide feedback to improve clarity of the specifications and usability of the functionality.
  • Complete Project Test Plan to specify the Test Approach, Test Criteria, Tasks, Schedule, etc. for Strategic Projects based on approved Requirements and ensure test plans and schedules reflect the necessary activities and durations to achieve the defined requirement and objectives following available standards and guidelines.
  • Design and review detailed Test Cases based on approved Requirements ensuring that Business and Functional Requirements are properly represented.
  • Ensure that only minimum necessary PHI is sent to external vendors to reduce/eliminate HIPAA violations or reputational damage to IHA.
  • Monitor test activities performed by the Business Testers. Schedule and track testing progress. Review Test Outcomes and recommend additional action required.
  • Responsible for documentation, reproduction, repair, testing and verification of defects pre-production and post-production.
  • Organize and lead QA, Testing and Defect Meetings when necessary.
  • Assist in Deployment planning, creation and execution of the Post Installation verification process. Participate in Post Installation Support by providing assistance to the Business as required by the specific project.
  • Participate in effective post release/implementation metrics and analysis to enhance implementations.
  • Ensure all test tools, specifically ALM, are being utilized for all activities surrounding EQA, testing and defect management.
  • Assist with the development of the Enterprise Quality Assurance (EQA) Metrics Plan to measure the effectiveness of the EQA IS Processes.
  • Lead, mentor and train IT, EQA and Business colleagues involved in Enterprise Quality Assurance and Testing activities.
  • Create and distribute EQA Status Reports for assigned projects as needed.
  • Participate in internal QA Team audits and inspections as scheduled by the Enterprise QA Manager/Team Lead.

Hiring Compensation Range: $90,000 - $105,000 annually

Compensation may vary based on factors including but not limited to skills, education, location and experience.

In addition to base compensation, associates may be eligible for a scorecard incentive, full range of benefits and generous paid time off. The base salary range is subject to change and may be modified in the future.
