Performs a variety of routine and complex administrative, supervisory and technical work in administering and enforcing building and related codes. The Building Division involves the inspection and enforcement of codes and statues for new and modified commercial and residential structures and construction sites, working within limits of established policy. In the capacity as the Building Official, this position will also serve as the Chief Code Enforcement Officer. Works under the general supervision of the Community Development Director, or assigned designee.
This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.Manages and supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
Reviews initial plans for construction sites, new structures and modifications, to determine compliance with building and zoning codes including site, floor plans, energy calculations, soil sample test results, and similar data.
Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
Enforces a variety of codes, including Florida Building Code, Florida Mechanical Code, Florida Plumbing Code, National Electrical Code, Florida Fire Prevention Fire Code, Florida Existing Buildings Code, Florida Fuel Gas Code, Florida Accessibility Code, Florida Energy Conservation Code, Florida Fire Prevention Code, International Property Maintenance Code as adopted by the City of Maitland and local codes such as sprinkling, nuisance, clearing, grading, filling, and zoning, etc. Issues correction notices and citations.
Explains, interprets, and provides guidance regarding all applicable codes to architects, engineers, contractors, developers, and other interested parties.
Recommend changes in City ordinances relating to building restrictions to maintain integrity of city building and code enforcement programs and policies. Ensure that staff maintains current knowledge of State and Municipal codes and statutes.
Works with the City Attorney to update applicable building codes, property maintenance, and other related codes to keep them current with prevailing practices, regulations, and laws.
Administers the permitting function, including application, fee assessment and collection, permit issuance, inspection, occupancy, through coordinating duties with the Economic Development Manager.
Coordinates plan reviews, inspections, and enforcement actions.
Assesses work load/staffing needs and, in conjunction with the Community Development Director and the Human Resources Department, secures and supervises temporary office staffing as may be utilized from time to time through government programs and/or high school and college internships.
Responds to requests and makes site inspections at various stages of construction or modification to ensure compliance.
Analyzes building plans for conformance with state and local fire protection requirements relating to construction and life safety.
Performs the duties of plans examiner, inspector, permit specialist, and code enforcement specialist, as needed.
Bring to conformity any building violations through mediation or through a Board of Adjustments and Appeals hearing. Ensure that code violations are brought to the Special Magistrate, as appropriate.
Explains, interprets, and provides guidance regarding all applicable codes within area of responsibility.
OTHER JOB FUNCTIONS
Monitors, analyzes, and determines staffing needs in relation to workload and coordinates with private provider inspection services as necessary to provide expected levels of service.
Completing forms, writing reports and assists in developing plans for special assignments.
Verify Complaints to determine if violations have accrued.
Works with Department Director or assigned web-writing Staff to ensure information on the City and Department web page is accurate and consistent with City codes, processes, forms, etc. and updates periodically this medium for informing the public.
Participates in professional associations toward the objective of keeping codes, code interpretation, and code application consistent, fair, reasonable, and economically viable to protect the health, safety, and welfare of the citizens of Maitland.
Performs other duties as assigned.Thorough knowledge of uniform building and general construction codes; considerable knowledge in electrical work, carpentry work, concrete work, and plumbing, and skill in applying knowledge of national uniform building codes, zoning and land use applications. Skill in the operation of listed equipment.
Ability to establish effective working relationships with contractors, developers, architects, engineers, owners, other city departments and the general public; ability to read and understand complicated plans and blueprints; ability to communicate effectively orally and in writing.
Possess as a minimum, a working knowledge of: Florida Building Code, Florida Plumbing Code, Florida Mechanical Code, Florida Gas Code, National Electric Code, and Florida Prevention Code. Must be able to read and interpret construction plans, blueprints, and drawings.
Bachelors degree in civil engineering, construction or a related field. Must demonstrate 10 years of combined experience as an architect, engineer, building contractor, building inspector, construction superintendent, or foreman, to include 3 to 5 years experience as a supervisor. Equivalent combination of education, training and experience that demonstrates the Bachelors degree and years of experience can be substituted for one or the other. The City shall have the discretion to determine equivalency as it relates to education, training and experience.
Must possess a Building Code Administrator Certificate through the Department of Business and Professional Regulations and must possess or obtain certification as a Fire Inspector 1 through the State of Florida.
Possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 and ICS-200 within 90 days of employment. There may be additional NIMS required, which will be schedule by your Supervisor.
Must possess and maintain a valid Florida Drivers License.
