City of Maitland is Hiring a GIS ANALYST Near Maitland, FL

The job description does not constitute an employment agreement between the employer and employee and is subject to change by the employer as the needs of the employer and requirements of the job change.
This position is responsible for administrative and professional work in managing a Geographic Information System (GIS) within the Public Works Department, and includes but is not limited to, collection, integration, analysis, and management of underground and above-ground utilities and assets within the City of GIS network. The ability to work independently and with minimal supervision is essential. Work is performed under the general direction of the Public Works Director or designee.
This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.
Coordinates intra/inter-departmental communication to ensure that appropriate IS analysis and products requested by the municipal internal and external stakeholders are effectively provided by the Public Works Department.
Manages Public Works GIS data layers and utility network by developing and integrating Best Management Practices for data collection, entry, and analysis, and ensures data integrity through development of appropriate database plan and strategy.
Ensures that all GIS and Asset Management systems and applications are adequately supported through updates and documentation including desktop applications, web maps, and mobile data collection apps.
Uses field equipment, such as, Geographic Positioning System (GPS), transit/level, and drones to collect new and corrected existing GIS data.
Converts spatial data between standard formats, including various GIS data formats (vector and raster), CAD, stand-alone tables, and spreadsheets, by using ESRI and Open-Source programs.
Enters utility information contained in As-Built drawings and blueprints provided by the City and property developers, into GIS.
Performs technical reviews of existing GIS hardware and software to ensure adherence to current technological standards and trends.
Assists the Engineering Staff with the City pavement management program by providing administrative and logistical support.
Provides administrative and logistical support for the Public Work Department's archive of engineering plans and recorded plats.
Assists with determination of utility availability for customers requesting connection to potable/drinking water, wastewater, or reclaim water utility services provided by the city.
Develops and implements strategy for the Public Works Department GIS and Asset Management long-range goals and objectives.
Prepares data and map products for appropriate governmental agencies and the public.
Provides training to City staff on how to use enterprise GIS and Asset Management to retrieve data.
Communicates with citizens and other municipal stakeholders to provide GIS maps and data.
Develops content for use in City communications, including presentations, public outreach materials, website and social media applications.
Develops and maintains working relationships with local, regional, state, and federal agencies to ensure smooth collaboration on assigned projects and programs.
Gathers information for research purposes, performance analysis, and financial and budget reporting of assigned projects and programs.
Performs any other duties or tasks that may be assigned including responding to requests and coordination with the public.Graduation from an accredited college or university with a Bachelor of Arts or Bachelor of Science or Master’s degree in GIS Technology, Computer Science, Geography or a related field or an equivalent combination of education, training, and experience.
A minimum work experience of five (5) years in the GIS field and preferably two (2) years of progressive experience with utilities GIS.
Possession of GIS Professional (GISP) certification or ability to obtain within one year of employment.
Possess and maintain a valid Florida Drivers’ License.
Possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 and ICS-200 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your supervisor.
PREFERRED QUALIFICATIONS:
Experience in the use of Dude Solutions Brightly Software (Asset Essentials) is preferred.Comprehensive knowledge or the principles, practices, terminology and trends in GIS, as well as of spatial and non-spatial database design and management.
Comprehensive knowledge of contemporary software applications, such as: Microsoft Office (Outlook, Word, Excel, PowerPoint, and Access), ESRI (ArcGIS products), Autodesk (AutoCAD and Revit), SketchUp, and of writing scripts using applications such as: Python, JavaScript (including HTML and CSS), and SQL.
Comprehensive knowledge of GPS equipment for data collection and knowledge of ArcSDE/Enterprise GIS administration.
Ability to read engineering and architectural blueprints and complex technical documents.
Ability to analyze various types of spatial information and their interrelationships, research spatial data availability from internal and external sources, and collect, integrate, analyze and interpret data and draw sound conclusions.
Ability to communicate and present ideas effectively, both verbally and in writing; ability to work efficiently and effectively.
Ability to follow city policies and procedures.
Ability to use proper judgment regarding safety practices.
Ability to produce appropriate amounts of work and demonstrate initiatives in completing work tasks with a minimum of supervision and a high degree of integrity.
Ability to establish and maintain effective working relationships with City officials, other City departments, federal, state and local agencies, consultants, contractors, and the general public.
Ability to assume responsibility for working with diverse project teams and maintaining complete and accurate records for multiple jobs while working with multiple stakeholders. Ability to maintain supervisor informed of situations which may require evaluating and decision making.
Ability to assume responsibility for ensuring that work area is clean, secure and well-maintained, and for completing special projects and miscellaneous assignments as required.
Ability to use general office equipment, including but not limited to, workstation (PC), telephone, copy/fax machine, print machine, communication radio, surveying equipment, and vehicle.
Knowledge of using AutoCAD, ArcGIS, GPS equipment and other related equipment and software that may fulfill the mapping/graphics needs of the department.
Working knowledge of urban design principles, practices and methods as applicable to municipal setting; considerable knowledge of drafting and design techniques.
Skill in operating the listed tools and equipment.
