The Manager, Program Controls plays a key role in Valley Metro’s Capital Development Division. The monitoring and controls function of the capital program ensures on-time and on-budget delivery of high-quality infrastructure projects for our customers and member agencies. Valley Metro has a diverse portfolio of capital projects; including, but not limited to, light rail and streetcar extensions, park-and-rides, bus operating and maintenances facilities, zero emission fleet infrastructure, and critical state of good repair initiatives. The Manager, Program Controls will report to the Deputy Chief, Program Controls in the Capital Development Division and will play a key role in the planning, design, and construction of these exciting transit projects.

The Manager, Program Controls is responsible for all cost, management, risk management, schedule management and estimating efforts associated with Valley Metro capital projects. Responsibilities include managing construction project schedulers, cost engineers, estimators, maintaining and enhancing the integrated cost/schedule control and earned value systems, monitoring and reporting program and project status, identifying and analyzing performance trends, contingency tracking, forecasting cost and schedule results, participating in change control, performing lead role in the analysis and owner case preparation for contractor time related impact claims, and preparing a variety of text and graphical cost and schedule reports.

  • Bachelor's Degree in Engineering, Construction Management, Public Administration, Business or related field

  • Six (6) years of experience in performing project control functions for major capital infrastructure projects within a transit agency, government agency, or engineering or construction management organization 

  • Two (2) years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties such as those listed below

  • Light Rail Transit project experience is preferred

  • Establishes, maintains, and implements cost and schedule management reports for assigned capital project(s). Reviews the monthly contractor's payment applications to assure accuracy, earned value, and coordination with the contractor's schedule progress. Prepares Independent Cost Estimates (ICE) for potential changes to the contract utilizing project drawing sets, field observation and general construction knowledge. 

  • Oversees, prepares and/or reviews cost estimates and budgets, prepare reports to document planned versus actual budget performance, conduct and interpret earned value, monitor trends, prepare cost forecasts, and reconcile project control system actual cost data with the Finance Division cost accounts.

  • Utilizes Critical Path Method (CPM) scheduling techniques and practices to develop and maintain cost-loaded, quantity loaded and resource loaded capital program and project schedules, which accurately depict major activities, durations, milestones, and relationships. Reviews the contractor's monthly schedule submission with progress in the field. Prepares a written report for Valley Metro including graphical representations of the contractor's ability to achieve the overall project goals. Prepares Time Impact Analysis reports for all contractor requested extensions of time.

  • Maintains the project risk register to capture, monitor and mitigate potential risks that are associated with the project, including third party risks. The risk register will be reviewed with all major stakeholders on a monthly basis and mitigation plans will be conveyed to the appropriate risk managers. construction projects to ensure compliance with policies, procedures, plans, and specifications.

  • Supervises the work and work products of engineering staff and consultants and/or related project contractors ensuring quality work products and timelines are met. Develops objectives, assigns and monitors work, and evaluates employee performance relating to objectives, standards, policies, procedures, and laws.

  • Provides direction to a team of construction project schedulers responsible to perform day-to-day review of work scheduled, work completed, critical path activity analysis and reporting, contractor time related impact claim review, weekly progress status reporting, monthly contractor detail schedule review, analysis and owner responses.

  • Establishes and maintains work breakdown and organizational breakdown structures, and cost account structures to accurately depict, summarize, and document project activities as the basis for management reporting.

  • Reviews, analyzes, and interprets project design and budgets, schedules, and cost related to construction to ensure conformance with authorized scope, time, and budget requirements. 

  • Provides change management support to the project's Project Manager and Resident Engineer. This may include updating and maintaining a change order Log report, assistance in preparation of finding of fact, assistance in change order negotiation and preparation of the record of negotiations.

  • Manages the capital project budget; prepares the financial analyses and plans to document capital costs, cash flow and revenue projections and simulations for Valley Metro program costs.

  • In consultation with technical managers, measure and evaluate consultant, and contractor progress as the basis for updating cost and schedule status. Based on progress measurement(s), determine schedule and cost variances, analyze results, forecast future status, and prepare management reports to document findings and recommendations.

  • Reviews consultant and contractor schedule submittals for technical content, to verify reported progress, and to determine schedule impacts due to slippage, unanticipated events and changed conditions.

  • Performs analyses and prepares written reports for progress, performance, all contract change request, and change orders to provide accurate and timely information regarding program and project status.

  • Performs other duties of similar nature and level required.

Knowledge of:

  • Management principles and practices;

  • Methodologies, techniques, and procedures used in the planning, development, scheduling, contract change control, and delivery of capital projects;

  • Principles and practices of accounting and financial analysis practices including cost control methods;

  • Budget development, estimating, and monitoring of costs;

  • Transit operations;

  • Project management principles and complex project control systems;

  • Theories, principles, and practices of engineering and construction project management including cost management, scheduling, and configuration management;

  • Local, regional, state, and federal agencies, groups and organizations involved in transit planning and development;

  • Laws, codes, regulations, and legal requirements related to public transportation.

Skill in:

  • Using computers and related software applications , advanced skill with all modules of Microsoft Office Professional (Excel, MS Word, PowerPoint, Access) and Primavera Project Planner (P6);

  • Monitoring and evaluating employees;

  • Plan, organize, prioritize and assign work;

  • Exercise sound independent judgment in identifying, analyzing and resolving complex issues related to project planning and control;

  • Delegating responsibility and authority to staff and contractors;

  • Leadership and team-building skills necessary to effectively train, develop, and coach assigned personnel;

  • Representing Valley Metro to Federal Transit Administration, legislators, civic groups, regulatory agencies and others in the community;

  • Effective analytical, verbal and written communication such as preparing Board reports, technical reports, scopes of work, project management plans, interagency agreements, meeting summaries, and other reports as required;

  • Preparing and delivering oral presentations;

  • Develop and maintain effective working relationships and to work in a team environment;

  • Communicating in order to interact with coworkers, supervisor, and the general public at a level sufficient to exchange or convey information and to receive work direction.

Physical Demands:Positions in this class typically require: reaching, standing, walking, driving, grasping, talking, hearing, and seeing.
 
Work Hours/Work Environment:
On occasion the incumbent in this position must be available to work weekends, odd and unusual hours and extended shifts; may be called back into the office in emergency situations.
 
Incumbents may be subjected to travel.
 
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
