The Manager, Bus Transportation is responsible for the overall management and administration of Valley Metro’s contracted Fixed Route Transit Services. This position directs a safe and efficient delivery of Fixed-Route bus service for Valley Metro RPTA. The Manager, Bus Transportation administers service provider contracts and monitors service quality to ensure contractor compliance with contract provisions and is also responsible for implementing strategies that support key performance indicators as well as those that result in cost-effective, high-quality service through effective leadership and operation systems management.

• Five (5) years of experience in the transportation industry, with a focus on bus operations and management, including overseeing fixed route service contracts and performance monitoring.
• Two (2) years of supervisory experience.
• Bachelor's degree in Business or Public Administration, Transportation/Urban Planning, or a related field.

Preferred Qualifications:

• Advanced knowledge of Clever Device and or similar CAD/AVL software
• Ability to develop and manage operating and capital budgets, training programs, and human relations functions
• Excellent communication skills both written and oral
• Advanced knowledge of Windows-based computer operating system and Microsoft office package

• Directs the safe and efficient delivery of fixed route bus service for Valley Metro RPTA.
• Provides leadership and direction to Bus Transportation Staff including superintendents, support staff, and contracted partners to maintain an efficient and effective transportation operation. This includes responsibility for the continuity and operation of the department.
• Manages the development of fixed route operating plans consistent with Valley Metro's commitment to provide safe, efficient, and effective high-quality services.
• Supervises personnel by developing the Transportation team, overseeing training and daily functioning, conducting performance evaluations, organizing, and prioritizing work, directing, and empowering subordinate staff, and effectively communicating the goals and objectives of the unit.
• Develops and oversees implementation of transportation plans, programs, and procedures to support the Authority's overall goals, objectives, and strategic plans.
• Represents Valley Metro at meetings with representatives of member cities, government agencies, professional business and community organizations and the general public; prepares and delivers informational presentations to various groups ranging from the Valley Metro Boards of Directors, transit associations and community groups. May attend meetings with other transit agencies on transit operations.
• Responsible for budget preparation, forecasting and monitoring of annual budget for fixed route service operations and capital projects, solicits and evaluates bids/proposals; monitors and forecasts expenditures for additional funds needed for staffing.
• Administers contractual service agreements; ensures conformance with terms and conditions of contract; meets with representatives of contract agencies to clarify terms of contract and resolves disputes; sets goals and monitors performance objectives; and oversees the assessment of liquidated damages and prepares communications directing corrective action.
• Coordinates the activities of Bus Transportation with other departments.
• Ensures regulatory compliance with federal, state, and local regulations and laws. Keeps current with proposed and new regulations impacting operations.
• Performs other duties as required.
