CHLOETA is Hiring a Natural Resources Specialist (NEPA) Near Oklahoma, OK

Job Summary

The Natural Resources Specialist (NEPA) reports directly to the NEPA Manager as part of an interdisciplinary team of scientific professionals providing environment consulting support to primarily federal clients nationwide.

Candidates must have a strong understanding of the NEPA process with experience overseeing the preparation of environmental assessments (EAs) and/or environmental impact statements (EISs). Experience carrying out NEPA review with two or more federal agencies is preferred. The ideal candidate will also have experience complying with other federal laws and regulations, such as the Clean Water Act, Endangered Species Act, National Historic Preservation Act, and Clean Air Act, along with state environmental permitting and review. Although this candidate will focus on NEPA, opportunities to support other Chloeta services will also be available based on the candidate’s background and areas of interest.

Duties/Responsibilities

  • Coordinate with local/state/federal agencies, tribes, and the public in helping clients meet compliance requirements, effectively communicate project details, and record stakeholder input, including developing presentations and facilitating agency and public meetings.
  • B Serve as the Environmental Manager to lead and integrate various environmental initiatives and programs, ensuring seamless collaboration between teams, divisions, and globally dispersed Army units.
  • Serve as the National Environmental Policy Act (NEPA) / Environmental Subject Matter Expert and System Engineering and Technical Assistance (SETA) Division Integrator for the U.S. Army Space and Missile Command (USASMDC) Deputy Chief of Staff for Engineering (DCSENG) Environmental Division.
  • Serve as Project Lead for NEPA document preparation for DOD activities providing management oversight and technical assistance.
  • Provide environmental expertise, analysis, and technical review for contractor-provided deliverables including, but not limited to Environmental Baseline Surveys (EBS), Description of Proposed Action and Alternatives (DOPAA), Environmental Impact Statements (EIS), Environmental Resource Analysis reports, and Biological Assessments (BA).
  • Facilitate comment adjudication during the EIS process including Public Participation reviews.
  • Lead and execute extensive environmental compliance, climate change initiatives, and management support for DOD facilities planning, design, construction, operation and sustainment for DOD/USASMDC projects.
  • Support the planning and execution of multiple Integrated Product Teams (IPT) for Environmental stakeholders.
  • Must be able to work independently, as well as part of a multi-disciplinary team.
  • Maintain productive and mutually beneficial working relationships with clients and partners and actively promote new business development efforts with an emphasis on NEPA projects and related work.
  • Maintain proficiency and expertise in NEPA, including tracking regulatory changes and agency best practices.
  • Support all aspects of environmental consulting projects in support of National Environmental Policy Act (NEPA) documentation and consultation. Manage various aspects of complex planning and Environmental Assessments (EAs) in support of NEPA documentation.
  • Utilize knowledge of relevant local, state, and federal environmental regulation, including Section 106 of the National Historic Preservation Act (NHPA), Section 404 of the Clean Water Act, Section 7 of the Endangered Species Act (ESA), and Clean Air Act to complete required NEPA documentation.
  • Assess, disclose, and document impacts of proposed engineering actions to the general public through Categorical Exclusions (CATEXs), EAs, and Environmental Impact Statements (EIS).
  • Coordinate with other environmental professionals, such as GIS specialists, biologists, geologists, engineers, Tribal Historical Preservation Officers (THPOs), etc. to complete tasks.
  • Coordinate with external stakeholders in the production and approval of EA reports, including conducting public outreach as required and presenting materials.
  • Prepare presentations and supporting materials for public meetings and workshops.
  • Prepare environmental technical reports such as community impact assessments and Integrated Natural Resource Management Plans (INRMP).
  • Assist the Business Development Department by analyzing requests for proposals and providing feedback on the level of effort required for proposed environmental contracts.
  • Provide guidance to governmental agencies, environmental programs, industries, or the public.
  • Review and study environmental technical standards, guidelines, and regulations to remain abreast of industry trends.

Required Skills/Abilities

  • Ability to review, edit, and finalize variety of technical environmental documents for clarity and consistency and to proofread and correct errors based on client-approved style guides.
  • Ability to simultaneously review and edit multiple documents at varying stages of the document writing process.
  • Proficiency in using Microsoft Word and Excel.
  • Ability to effectively manage time to meet deliverable targets and deadlines, work well under time constraints, balance multiple priorities, and track progression of various documents concurrently.
  • Excellent technical writing/editing and strong verbal and written communication skills.
  • Ability to compile and evaluate information, presenting the results clearly and concisely to various audiences.
  • Established positive relationships with agency staff based on previous NEPA work.

Education and Experience

  • Required: Bachelor’s degree in environmental science or closely related field
  • Preferred: at least five (5) years’ relevant experience Physical Requirements
