Initial Posting Date: 04/25/2024 Application Deadline: 05/16/2024 Agency: Oregon Health Authority Salary Range: $7,244 - $10,674 Position Type: Employee Position Title: Diversity, Equity, and Inclusion Manager 2-Oregon State Hospital-Salem, Oregon Job Description: Specialized Treatment Services Manager (Diversity, Equity, and Inclusion Manager 2) Oregon State Hospital (OSH) is seeking a dynamic and visionary individual to serve as the Specialized Treatment Services Manager. This position will play a crucial role in directing the Specialized Treatment Services Program, a program dedicated to building infrastructure that supports the culture change necessary for meeting the goals of eliminating health inequities and the provision of national Culturally and Linguistically Appropriate Services (CLAS) standards of care.. As an integral part of our team, you'll have the opportunity to lead initiatives focused on equity, ensuring that our programs prioritize inclusivity and accessibility. This position reports directly to the Equity and Inclusion (E&I) Division Compliance, Civil Rights, Diversity and Training Executive Manager. This position is funded by OSH and will also have a matrix supervision structure to the OSH Superintendent. Responsibilities Directing the Specialized Treatment Services Program and associated supporting programs. Leading the development and implementation of policies and program priorities in alignment with federal, state, and licensing requirements. Facilitating and directing OSH's implementation of various laws and regulations such as Section 1557 of the Affordable Care Act, and SAMHSA Tip 59. Directing and leading the efforts to promote an increased understanding of the relevance of cultural competence, culturally appropriate care, and diversity in building an organization that effectively meets the needs of its diverse patient population and employees. Providing leadership and coordination of initiatives, collaborating with internal partners at OSH, and serving as a primary point of contact for external community partners. Supporting enterprise-wide efforts to address health inequities through consultation and strategic policy development of diversity and equity programs and initiatives as overseen by E&I and OSH to meet the unique needs of OHA's largest division. Determines system-wide program priorities by evaluating the needs of patient populations with a focus on patients from communities most harmed by inequity. Establishes reporting relationships and administrative controls over the Specialized Treatment Services program; coordinates strategic planning with other divisions and agencies in areas of mutual concern in order to ensure compliance with established policies, objectives, program priorities and applicable laws, rules and regulations. WHAT WE ARE LOOKING FOR: Minimum Qualifications Six years of supervision, management, or progressively related experience; OR three years of related experience and a Bachelor’s degree in a Social Work, Social Sciences, Public Health, Human Services, Ethnic Studies or Public Administration preferred, with coursework and training in social justice, dismantling institutional privilege, social determinants of health and equity, community organizing, and policy advocacy. Desired Attributes Master's level/Advanced degree in Social Work, Social Sciences, Public Health, Human Services, Ethnic Studies, Business Administration, or Public Administration preferred, with coursework and training in social justice, dismantling institutional privilege, social determinants of health and equity, community organizing, and policy advocacy preferred. Experience in advancing health equity, addressing systemic health inequities and collaborating with diverse communities most harmed by social injustice and health inequities; including advancing state and community-based programs on initiatives that promote equity and eliminate inequities. Demonstrated ability to engage and work effectively with culturally-, linguistically-, and other diverse teams and communities, including stewarding existing effective relationships with diverse community leaders throughout Oregon. In-depth experience applying principles of equity and inclusion, ability to lead in equity centered, transformative work, responsive to the needs of people in Oregon. Extensive knowledge of federal and state civil rights laws, anti-racism principles, dismantling institutional barriers, and co-creating with key partners meaningful, inclusive and responsive frameworks to successfully operationalize strategic goals Extensive knowledge of principles and application of universal accessibility to include but not limited to disability access and language access Extensive knowledge of health care administration, public health principles, general knowledge of principles and practices of budgeting, accounting, and legislative process. Skills in providing expert level technical assistance within the division, public speaking and presentation, and communicating effectively orally and in writing. Skill in writing and analyzing general, statistical and technical reports. Experience developing and supporting diverse teams, work plans, staff performance feedback strategies. Experience developing, implementing, monitoring, and evaluating policies and programs that promote equity and reduce social, racial and health inequities. Experience leading organization development and staff cultural competency development efforts. Skill in analyzing complex statewide systems, identifying problems, generating alternatives, building consensus, and implementing solutions. Skill in presenting and defending data, research, and administrative studies.
