Contracts Manager: Government Projects Group (CTO Office) Job Overview We are seeking an experienced and dynamic Government Contracts Manager to lead and oversee critical government contract initiatives. As a key member of our team, you will play a pivotal role in ensuring the successful execution of programs, projects, and task orders within the scope of our research and development contracts with the government. Note: This is not a position in ADI’s legal department but will be part of the Government Projects Group within the CTO Office. Responsibilities Proposal Process Management: Work with technical, financial, and legal teams to write winning proposals to government R&D organizations. Help initiate bid review process to determine go/no-go status. Work with technical teams to develop statements-of-work appropriate for the contract. Work with financial teams to keep updated labor rates worldwide. Work with legal teams to formulate joint development agreements and execute non-disclosure agreements with prime contractors, sub-contractors, and other external stakeholders. Work with external stakeholders to request quotes from statements-of-work provided to them. Contract Management: Manage and administer government contracts, ensuring compliance with all contractual obligations, terms, and conditions. This management includes monitoring performance, deliverables, and financial aspects. Strategic Planning: Help develop program strategies aligned with organizational goals and government priorities. Collaborate with stakeholders to define project scope, objectives, and success criteria. Operational Excellence: Drive operational efficiency by optimizing processes, resource allocation, and risk management. Ensure seamless coordination across cross-functional teams. Customer Engagement: Serve as a point of contact for government clients. Build and maintain strong relationships, understanding their needs, and proactively addressing any issues. Financial Stewardship: Oversee program budgets, financial forecasting, and cost control. Monitor expenditures, identify variances, and implement corrective actions. Risk Mitigation: Identify and assess risks associated with government contracts. Develop mitigation strategies and contingency plans to minimize impact. Quality Assurance: Ensure program deliverables meet quality standards and adhere to contractual requirements. Implement best practices and continuous improvement initiatives. Reporting and Documentation: Prepare regular status reports, briefings, and presentations for internal and external stakeholders. Maintain accurate records and documentation and keep internal website updated with relevant information and documents. Qualifications Education: Bachelor’s degree in a relevant field (Master’s preferred). Experience: At least ten years and a proven track record of managing government contracts, including contracts valued at $50M Program management and cross-functional stakeholder management experience. Skills: Strong leadership, negotiation, and communication skills. Proficiency in contract administration including important elements embedded in Other Transaction Authority (OTA), Federal Acquisition Regulations (FAR), and Defense Federal Acquisition Regulations (DFAR) contracts. Thorough knowledge of government procurement processes required. Ability to navigate complex R&D environments possessing academic, industrial, and government stakeholders. Analog Devices, Inc.
