Duties

If you are selected as Regional Director, you will have overall responsibility for planning, coordinating, and implementing a comprehensive program designed to further the agency's strategic goal of protecting consumers. With the Assistant Regional Director, you will plan, organize, direct, and evaluate the work of a staff of attorneys, investigators, and other professional and administrative staff engaged in investigation, negotiation, litigation, compliance, and consumer and business education activities.
The responsibility of the Midwest Region encompasses a wide range of cases and projects in the broad field of consumer protection law, arising under the Federal Trade Commission Act, the Telemarketing Sales Rule, the Restore Online Shoppers' Confidence Act, and others.
The efforts of the Midwest Region are directed toward safeguarding the consuming public by eliminating fraud and deception in the marketplace. In order to accomplish this, the staff investigates alleged violations of the law, negotiates agreements to stop illegal acts, drafts formal complaints, develops legal theories and facts for presentation, and conducts litigation in Federal Court and before Administrative Law Judges.
Within the area served by the Midwest Region, you will be responsible for establishing and maintaining programs that foster effective federal-state-local relationships to attack consumer fraud and other unfair or deceptive trade practices. You will also be responsible for managing the office's docket of complex federal court or administrative litigation. You will serve as a spokesperson for the Commission on matters of regional concern in meetings and interviews with representatives of the news media, consumer groups, state and local authorities, and the general public.
You must work effectively with the Office of the Director of the Bureau of Consumer Protection, the Associate and Assistant Directors of various divisions, and others in headquarters and regional offices to implement the Bureau of Consumer Protection's strategic plans. Within that strategic plan, you will establish work priorities for the office, initiate changes in program emphasis, and assure that the resources of the office are effectively utilized. Your management responsibilities will include providing training and development opportunities for the staff, establishing performance standards, recommending employees for promotions and performance awards, correcting performance deficiencies, and initiating disciplinary actions.

Qualifications

Minimum Requirements
Applicants must have attained the first professional law degree (LL.B. or J.D.) from an accredited law school and be an active member in good standing of the bar of a state, the District of Columbia, Puerto Rico, or a U.S. territory. Applicants must demonstrate excellent writing skills and be able to work effectively with other people, exercise sound judgment, and exhibit a strong interest in the work of the agency.
Additional Requirements
GS-15 Positions
For attorney appointments: active member of the bar in good standing and 60 months of legal experience after graduation from law school.
For the GS-15 level: In addition to a law degree and active bar membership, you must have 60 months of legal experience after graduation from law school. At least 18 months of your legal experience after graduation from law school must be comparable to the GS-14 level. Please note that prior legal and nonlegal experience gained before completing law school cannot be used to satisfy the post law school experience requirements. Applicants should be familiar with the FTC and its procedures, practices, and policies. In addition, you must demonstrate excellent writing skills, be able to work effectively with other people, and exercise sound judgment. You should also possess significant knowledge of consumer protection laws; significant litigation experience, preferably in federal court; a strong analytical background; a demonstrated commitment to the public interest; and experience in managing people and/or large projects or cases.

Note: Legal and nonlegal experience gained in the Federal Government before completing law school does not satisfy post law school experience.
