US Federal Trade Commission is Hiring an IT Analyst Near Washington, DC

Duties

This position is located in the FTC, Office of the Executive Director (OED), Office of the Chief Information Officer (OCIO). The Office of the Chief Information Officer (OCIO) oversees all IT services in support of the FTC'S mission and strategic plan:
  • Standard end-user technology services to support hardware, software, peripherals, videoconferencing, and related storage, network services, customization, configuration, and upgrades such that all FTC staff can securely and reliably access IT services at headquarters, regional offices, while working remotely either at home or otherwise off-site, and at any time.
  • Customer-specific services such as those that support FTC litigation activities in connection with law enforcement matters and most often in response to requirements identified by the attorney and economist IT stakeholder communities at the FTC.
  • General oversight and management services such as those for strategy and planning, risk and policy management, customer service, cybersecurity, and security operations such that the FTC regularly applies industry best practices to improve performance of IT investments such as those practices identified in support of the Clinger-Cohen Act, the E-Government Act, and FITARA.

Qualifications

To qualify for an IT Specialist at the GS-07 level, you must meet the following requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-05 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: participation in enterprise cybersecurity policy, procedure implementation and compliance.
OR
You must have completed or will complete a 4 year course of study leading to a bachelor's from an accredited institution AND must have documented Superior Academic Achievement (SAA) at the undergraduate level in one of the following:
a) Class standing-upper third of the graduating class based on completed courses in the college, university, or major subdivision;
b) Grade Point Average 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum.
c) Election to membership in a national scholastic honor society (note: freshman honor society cannot be used to meet the requirements of this position). (Submit a copy of your transcript, a degree audit will not be accepted) If qualifying based on class standing or honor society membership, provide appropriate documentation.
OR
Have a combination of graduation education and experience when combined meets 100% of the qualifications requirements of this position.
To qualify for am IT Specialist at the GS-09 level, you must meet the following requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: participation in enterprise cybersecurity policy, procedure implementation and compliance.
OR
Have successfully completed a master's or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher level graduate education leading to a master's degree.
OR

Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
To qualify for am IT Specialist at the GS-11 level, you must meet the following requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: participation in enterprise cybersecurity policy, procedure implementation and compliance.
OR
Successful completion of a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
Successful completion of 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited institution; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you qualify on the basis of education in lieu of experience, you must submit a copy of your transcripts . Unofficial transcripts will be accepted in the application package; however, official transcripts will be required prior to receiving an official offer.
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
