About the division:
The Strategy, Policy, and Innovation division (SPI) of the Health Care Authority is statutorily directed to study all state purchased health care, alternative health care delivery systems and strategies for the procurement of health services, and to coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs. SPI serves as the focal point for coordinating the agency’s strategy, affordability, and health policy efforts. The division is structured to provide expert direction, consultation, and support for these activities. SPI is responsible for driving policy design, development and implementation of health reform, and health transformation activities and program development and refinements for all programs.
About the position:
The Coverage Strategies Manager is responsible for a broad range of health care policy development activities and projects, including managing and staffing the Universal Health Care Commission (Commission) established in the 2021 legislative session (E2SSB 5399, 2021). The Commission is a newly created body with Governor appointed positions, with statutory assignments to develop a strategy and establish preliminary infrastructure to create a universal health care system including a unified financing system once the necessary federal authorities have been realized. The work of the Commission will encompass changes to increase access, reduce costs, reduce disparities, and improve health outcomes.
This position is eligible for part-time telework but is required to report on-site 1-2 days a week to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:

  • Staff the Universal Health Care Commission and manage work plan
  • Lead internal work groups to guide, vet, and finalize recommendations
  • Track local and national financing strategies and coverage options discussions
  • Research health care coverage and connect with counterparts in other states
  • Prepare materials reflecting key learnings and educate the Commission and others
  • Advise HCA executives, stakeholders, tribes, and legislative committees
  • Manage contracts with consultants, develop project scope and deliverables
  • Synthesize past analysis, document Commission's work, and write legislative reports
  • Contribute to research and analysis for other division efforts

Qualifications

Required qualifications:
Master’s degree in health policy related field, or equivalent or comparable education
AND
Five years of progressively responsible project management experience in health coverage policy or program development, including:

  • Applicable use of research and data
  • Progress using limited resources
  • Analysis of other state policies to formulate and advise decision-making
  • Issuing resolution and formal policy development
Note: Additional relevant experience may substitute for up to two years of required education.
Preferred qualifications:
Demonstrated experience with insurance coverage programs
Broad knowledge of:
  • Health care policy
  • Local health care industry
  • Low-income populations
  • Medicaid and other federal laws affecting low-income populations
  • Mechanisms to waive federal rules
Strong and proven skills in:
  • Coordination and motivation of diverse resources
  • Project, contractor, and stakeholder management
  • Consensus building and negotiation
  • Data analysis and interpretation for policymaking
Demonstrated knowledge of:
  • Health care expenditures
  • Local health care industry and delivery system trends
  • Mechanics of health care payments and insurance
  • Financing
  • Drivers of health care costs
Experience leading large projects with significant internal and external stakeholder engagement:
  • Proficiency with Microsoft tools and understanding of analytic tools
  • Ability to develop and present stakeholder presentations and materials
Experience in systems thinking and planning:
  • Advanced degree in law or health policy
  • Knowledge of universal coverage approaches
  • Familiarity with evolution of federal law impacting coverage and options for low-income populations
  • Ability to conduct research projects utilizing data and statistics
  • Proficiency in writing and developing successful grant and other funding applications to meet Washington State’s needs
