This enterprise data business analyst (BA) manages complex enterprise data and IT implementations and projects in an agile development environment. The BA is responsible for gathering, documenting, and tracking requirements from internal and external stakeholders and facilitating communications between stakeholders, developers, engineers, and the agile team to ensure stakeholder business needs are met and exceeded. The ideal candidate is a self-starter who thrives in a team-oriented environment. About the division:
Within HCA, Enterprise Technology Services (ETS) is responsible for management and operation of the state’s federally certified Medicaid Management Information System (MMIS) called ProviderOne, the Agency’s Enterprise Data program, data governance support, and information management functions. ProviderOne processes over two million claims per month and processes/pays claims in excess of $10 billion annually to providers of services to Medicaid clients statewide.
Within the division, the Office of the Enterprise Data Delivery (EDD) is responsible for the development and operation of an enterprise-wide data infrastructure, ensuring quality data, enabling analytics, and supporting reporting processes. The agency’s enterprise data analytics infrastructure, also known as the enterprise data platform (EDP), is multiple mission critical systems that operate together as the core of HCA’s data and analytics suite. The EDP is built within Amazon Web Services (AWS), and includes a data lake, enterprise data warehouse (EDW), extract transform load (ETL) tools, big data sandbox, enterprise data visualization tools, and metadata management tools.
About the position:
This position serves as a technical business analyst working closely with developers, engineers, and stakeholders to identify business needs and translate those needs into detailed requirements to be implemented into the EDP. This position works on an Agile scrum team directly with business and technical staff to ensure business needs are met and exceeded.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:
Lead projects through the agile development cycle:

  • Gather and refine requirements, define acceptance criteria, write release notes.
  • Participate in sprint planning and live demonstrations of work completed.
  • Lead and facilitate refinement sessions and ensure stories are refined in backlog.
  • Test solutions and manage defect resolution.
Leads requirements meetings to obtain data requirements:
  • Elicit requirements through refinement sessions with agile team and stakeholders
  • Lead requirements analysis and documentation within requirement tracking tool
  • Decompose high-level business and user requirements into user stories.
  • Translates business needs into comprehensive and technical user stories/requirements and acceptance criteria.
  • Works together with developers and engineers to identify technical solutions to meet business needs identified.
Analyze business needs and recommend efficiencies at the enterprise level for data collections, integrations, linkages, warehousing, and incorporating complex cross functional analytics and reporting:
  • Analyze and support the implementation of complex, enterprise-wide solutions, and processes.
  • Identify technical solutions based on business needs communicated by stakeholders.
  • Translate business needs into commonly understood language.

Qualifications

Required qualifications:
Qualifying candidates will meet one of the following requirements options:

  • Option 1:
    • Bachelor’s degree or higher in computer science, data management, information systems, or closely related field.
  • Option 2:
    • Associate degree OR equivalent two years of vocational training in a technical field and
    • Three years of progressive experience within information technology in any of these areas:
      • consulting, analyzing, designing, programming, implementing technical applications;
      • directing projects, technical project management, requirements management, test management or QA services;
      • providing customer or technical support in IT; or
      • administering or supervising staff that have performed work in any of these IT disciplines.
  • Option 3:
    • Five years of experience as described above.
  • Option 4:
    • Three years of experience as an entry level IT professional in state service.
Notes:
  • Advanced education may substitute for experience on a year-for-year basis.
  • Experience can substitute for education on a year-for-year basis.
Qualifying candidates will also meet all of the following criteria:
  • Four years of experience providing requirements analysis services using disciplined, best practice processes/methods for gathering, documenting, analyzing, and managing requirements.
  • Able to effectively communicate complex IT and data requirements between business and technical teams.
  • Able to work collaboratively on a team.
  • Expert level analytical, facilitation, systems, and organizational skills.Preferred qualifications:
    • Bachelor’s degree or higher in computer science, data management, information systems, or closely related field.
    • Knowledge of relational database management systems (RDBMS), data warehousing and/or business intelligence concepts.
    • Knowledge and experience in business analysis, requirements gathering, testing, and implementation of technical solutions.
    • Experience working in an agile development environment.
    • Knowledge of the Medicaid Management Information System (ProviderOne) or other healthcare adjudication and information system; working knowledge of medical, dental, institutional and pharmacy coding is desirable.
