Duties

Some of what you will do:

• Develop and execute an interagency agreement that includes the Department of Children, Youth, and Families (DCYF) to support this work and population.
• Direct administrative policy development within HCA for services and treatment related to populations outlined in HB1168.
• Engage sponsors, providers, and stakeholders to contract for services to children over the age of three and families who are or have been involved in the child welfare system or who are at risk of involvement in the system.
• Represent the agency and lead HCA collaboration efforts through consultative expertise with top level management, staff, other state agencies, and Medicaid experts to identify needs, barriers, and policy improvement recommendations to inform Legislature.
• Prepare comprehensive, long-term strategies, including policies, procedures, and coding, to increase access for children with Fetal Substance Exposure and their families.
• Represent HB1168 and ongoing efforts in a variety of internal meetings and workgroups.
• Provide ongoing consultative expertise to state agencies and providers related to service delivery design, implementation, and billing.
• Develop communication strategy and information points to support awareness and policy recommendations.
• Maintain collaborative relationships with other government agencies, providers, and payers to build a comprehensive and coordinated effort.
• Oversee, develop, monitor, and maintain P-25 contracts to ensure compliance with policy and legislation.
• Represent the section/division in activities across the state relating to this population and service delivery.
• Liaise with teams in the section and division working on programs supporting the population.
• Perform bill analysis during legislative session for related policy.

Qualifications

Required qualifications:
Qualifying candidates will meet one of the following criteria options:

• Option 1:
  • Master’s degree in social services, psychology, public administration, healthcare administration, or other relevant field and
  • Three years supervisory or consultative experience in public behavioral health system and familiarity with cross child system delivery challenges and/or the behavioral health acute and emergency services for children, youth, and young adults.
• Option 2:
  • Bachelor’s degree in a field identified above and
  • Five years supervisory or consultative experience as described above.
• Option 3:
  • One year as a Medical Assistance Program Specialist 2

• Ability to work collaboratively with multiple stakeholders, cross system partners, individuals with lived experience, advocates and providers.
• Ability to work collaboratively with state and local government officials and/or legislators or legislative staff.
• Knowledge of behavioral health, trauma impacts, equity to access and care and cultural implications of points of care specific for the child youth and young adult and their families and natural supports.
• Excellent verbal and written communication skills.
• Ability to work independently.
• Grant writing and management skills.

• Child Mental Health Specialist (CMHS) Child Mental Health Specialist
• Master’s degree in behavioral health, social services, or a closely related field and 3 years of supervisory or consultive experience in a behavioral health services program
• Knowledge of governmental contracting
• Comfortable with public speaking
• Knowledge of federal and state behavioral health and social service laws, regulations and guidelines
• Knowledge of continuous quality improvement principles and application of performance measures, outcome measures and service standards to monitor service results
