Position Description:

Ecompex is recruiting for an ARNG Construction Project Manager to provide programming and project management support services to the Army National Guard in support of the MILCON program for various ARNG facilities. The candidate will be responsible for facilitating the resolution of contract issues and providing support in developing essential documentation for government approval on contract-related matters within the program. The candidate should have the ability to identify and mitigate risks of fiscal law violations while supporting tasks throughout the entire facility’s lifecycle. Travel will be required for this role.

Minimum Qualifications:

  • Must be a US Citizen.
  • Must possess a B.A. or B.S. degree in a related field.
  • Must have 5 or more years of relevant experience as an ARNG Construction Facilities Manager.

Desired Qualifications:

  • Extensive experience with Microsoft Office suite including SharePoint, Word, Excel.
  • Strong communication, written, and verbal skills.
  • Experience working with the Army National Guard.
  • Experience utilizing the ARNG MILCON systems including but not limited to; PROJDOCS, ENBOSS, PAX, RPLANS, Information Systems Cost Estimator (ISCE), PRIDE WEB and ASIP.
  • Strong knowledge of USC 2853 and USC 2854 requirements.

Required Skills:

  • Must have extensive experience in MILCON Project Management/FME Support.
  • Must have experience with MILCON Plans Review and the MILCON Programming - DD Form 1390/91 Development Support efforts.
  • Must have a strong knowledge of Army National Guard Facilities Design Guide (ANG FDG DG 415-10) National Guard Regulation 415-5 (NGR 415-5) and National Guard Regulation (NGR 420-10).
  • Experience reviewing NG Form 593s.
  • Experience reviewing Military Construction Cooperative Agreements (MCCA).
  • Must have a strong working knowledge of the ARNG Construction and Design criteria.

Responsibilities:

  • Assist in development and processing DD FORM 1390 and DD Form 139.
  • Review and Coordinate with the MILCON Programming Officer on state and federal construction programming requirements for all 54 states according to the ARNG construction and design criteria.
  • Assist with the Army’s budget PPBE process and develop estimates from the Army’s cost guides.
  • Review MILCON plans and specifications to ensure accuracy in both cost and scope, identifying any deficiencies and ensuring compliance with all publication laws and regulations.
  • Assist in the construction change order process.
  • Develop technical documents including memorandums and correspondence necessary for supporting the program and project delivery.
  • Communicate all matters related to ARNG MILCON projects.
  • Develop and draft a design authority memorandum.
  • Conduct State annual reviews of the State’s MILCON Program.
  • Develop training curriculum and conduct training needed to develop the required skills in the process of creating a DD1390/1391 and other programming documents needed for a successful MILCON project submission.
  • Conduct in-person workshops on various MILCON review related topics.
  • Review NG Form 593, project completion reports, for accuracy and completeness.
  • Review Military Construction Cooperative Agreements (MCCA) and MCCA modifications for accuracy and completeness.
  • Prepare formal Congressional reprogramming and scope variation documentation to meet USC 2853 and USC 2854 requirements.
  • Prepare Requests for Waivers from meeting LEED and flood plain requirements.
  • Provide professional and technical advice to State CFMOs for processes in executing design, construction, and closeout of construction contracts using either Federal or State procedures.
  • Conduct Site Assistance Visits (SAV) providing technical support to State CFMO organizations.
  • Prepare detailed SAV reports and deliver to the COR in a timely manner.
  • Conduct facility damage assessments and prepare construction estimates for follow-up actions upon request.
  • Facilitate the master planning and programming charrette as needed.
  • Develop training curriculum and conduct project management training in support of NGB’s annual Program Guidance Course (PGC).
  • Revise and update one publication annually.
  • Prepare and deliver monthly status reports.
