Description

The Chief Financial Officer (CFO) is responsible for managing the financial, technological, and service delivery operations of Zumbro Valley Mental Health Center. The CFO supervises the accounting, finance, information technology managers, and EMR support staff.

Responsibilities

  • Participate in Leadership Team and other strategic planning meetings for Zumbro Valley Mental Health Center.
  • Perform management and leadership of the business operations and staff in accordance with the Board approved budget and strategic plan.
  • Recruit, recommend hiring, and orient new staff that comes under the supervision of the CFO.
  • Provide staff supervision and feedback through employee performance evaluation processes.
  • Maintain adequate insurance on all agency employees and assets.
  • Represent the agency in matters involving banking and investments with outside vendors maintaining accounts that best serve the needs of the agency.
  • Ensure that fiscal records, clinical records, and information systems are accurate and in compliance with applicable regulations and standards.
  • Ensure that agency funds are invested in accordance with the current investment policy.
  • Advise the Chief Executive Officer and Board of Directors regarding relevant financial, information technology, and liability issues.
  • Represent the agency and coordinate annual audit functions with the outside vendor ensuring all applicable reports, work papers, journal entries, etc. are prepared and ready for audit work.
  • Participate in Executive Committee and other committee meetings when requested.
  • Coordinate EMR workflow and processes.
  • The CFO will demonstrate and promote professional behavior that supports team integration and enhances team behavior, performance and productivity.
  • Review all vouchers prior to payment.
  • Oversee appropriate controls for handling voucher requests for payment and disbursement of petty cash funds.
  • Strategically manage the timing of payments to maximize cash flow for the agency while meeting payment due dates.
  • Guide staff on appropriate bookkeeping procedures and general ledger functions.
  • Oversee the compilation and provision of the monthly financial statements to the Leadership Team, Executive Committee, and the Board of Directors.
  • Prepare operating budgets in collaboration with the Leadership Team, Executive Committee, and Board of Directors.
  • Insure that appropriate allocations are used for distribution of agency expenses and wages, to most accurately reflect program costs.
  • Ensure budget variances are reviewed on a regular basis and reported to Leadership Team members, allowing for adjustments in program revenues and/or expenditures to effect compliance within the stated budget.
  • Serve as a key resource for grants and purchase of service contracts.
  • Oversee the billing processes to counties and third party guarantors, ensuring that bills are accurate, timely, and meet ethical and guarantor guidelines.
  • Authorize collection account activity when appropriate.
  • Provide purchase of service utilization analyses to the Leadership Team.
  • Oversee and maintain an effective collections process for past due accounts from clients, counties, and agencies. Approve all write-offs to the profit and loss statements.
  • Authorize contracting processes to ensure desirable benefits to the agency while maintaining compliance with contract provisions.
  • Coordinate all billing workflow training and supervision to all departments.
  • Coordinate all Meaningful Use, PQRS, and other federal and state regulatory programs to prevent discounts.
  • Oversee implementation of new systems; ensuring decisions are made to benefit the workflow of the agency.
  • Plan projects in conjunction with Information Technology staff to prioritize work and meet changing agency needs.
  • Establish policies and procedures for computer use to safeguard agency information, and to comply with Federal and State regulations.
  • Coordinate all software installations and support.
  • Complete all federal, state, and county reporting requirements as required.

Qualifications


Requirements and Qualifications

  • Bachelors degree in accounting or business administration with at least five years of accounting experience, preferably with a non-profit organization.
  • Two years experience or training in administration and supervision.
  • Management experience and leadership ability.
  • Demonstrated ability in establishing and meeting priorities and goals.
  • Effective time management skills.
  • Ability to understand and use a variety of business and accounting related computer software.
