Under limited supervision, coordinates building, plumbing, mechanical, electrical, irrigation, energy, and other various inspections along with permitting and plan review as required by the codes or city policy, investigates, addresses and enforces City ordinances, and protects the health and safety of the Citys citizens and business owners. This is accomplished by overseeing daily operations, conducting physical inspections, identifying and responding to complaints of code violations, and collaborating with citizens, neighborhood organizations, and other departments. Other duties include acting as the building official in his/her absence, implementing public education activities, initiating special projects, providing administrative support, and interfacing with other City employees and citizens. This position provides direction to other employees.

may be required to perform additional, position-specific duties.
Supervises field inspection staff and plans examiners by assigning daily work, conducting staff meetings, interpreting division policies, troubleshooting problems with interdepartmental processes, conducting employee performance appraisals, establishing employee goals and objectives, and providing training.
Provides customer service by communicating in person, by phone, or by email with architects, engineers, and contractors, responding to questions concerning building, zoning, and other codes, and resolving internal and external issues and concerns regarding field inspection results, procedures, and code interpretations.
Provides regulatory policy and process review by evaluating standard processes for the Building division and its effectiveness or capacity towards customer service and reviewing adopted and enforced policy to determine best methods and practices for implementation.
Enforces City codes and ordinances for building, plumbing, mechanical, electrical, irrigation, and energy by conducting inspections, investigating inspection complaints, and interpreting code.
Responds to inquiries by providing on-site information to developers, architects, engineers, contractors, citizens, and business owners regarding building codes and ordinances and responding to questions and inquiries that relate to on-site inspections and plan review.
Assists in monitoring the budget by managing supply orders and training cost purchases.
Performs other duties as assigned.
Education and Experience:
Bachelors degree in Public Administration, Engineering, Architecture, or a related field and five (5) years progressively responsible relevant experience, including supervisory experience or equivalent.
Knowledge of:
City rules, regulations, policies, and procedures with particular attention to codes and ordinances.
Municipal budgetary policies, requirements, and procedures.
Supervisory methods and techniques.
Operational characteristics, services, and activities of a building services and inspection program.
Principles and practices of structural design.
Methods and techniques of building plan review.
Modern office practices, procedures, and equipment.
Skill in:
Establishing and maintaining working relationships with professional and support staff, vendors, the public, and City employees.
Assessing and prioritizing multiple tasks, projects and demands.
Providing outstanding customer service and conflict resolution.
Identifying opportunities to improve customer service and satisfaction.
Analyzing, interpreting and checking complex plans and specifications for applicable code compliance.
Analyze problems, identify alternate solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Operating a personal computer utilizing a variety of business software.
Reading and understanding City, State and Federal rules and regulations.
Creating, preparing, writing, and proofing reports, documents, and correspondence.
Working effectively in a high-pressure environment with changing priorities.
Effectively communicating in both oral and written format.
Special Requirements:
Must possess a valid Texas Class C drivers license.
ICC Certified Building Official.
ICC Certified Plans Examiner.
Texas Plumbing License or ability to obtain within one (1) year of employment.
Limited Supervision:
Work is normally reviewed upon completion to ensure compliance with departmental goals, plans and policies; autonomy is granted at the functional area level; work is subject to departmental policies and accepted professional standards.
Major work activities are covered by organization guidelines and directives permitting flexibility in selecting methods, procedures, work priorities, and the planning and coordination of programs or projects to achieve desired outcomes.
