Description

Zepf Center has been serving the Lucas County community for nearly 50 years. We are the leading provider of behavioral health and substance use disorder services in Northwest Ohio. Services include adult and child psychiatric, substance abuse, case management, residential, Crisis Care, and therapy programs, as well as career development and wellness services. Zepf Center also offers primary care medical services to our patients to contribute to their continuum of care. Zepf Center is a trauma-informed agency and environment for both patients and staff.

We are seeking a full-time Director of Payroll. The purpose of this position is to effectively and efficiently direct Zepf (both bargaining unit and non-bargaining unit) payroll procedures, 403(b) plan administration, fiscal reporting, audit coordination, and financial analysis support. Also to supervise payroll staff. In addition, this position works collaboratively with the Human Resources department to provide Benefits Administration assistance.

Essential Duties and Responsibilities:

  • Manages all bi-weekly payroll, pay changes, employee file changes, union contract step increases, shift differentials, union dues, paid time off. -
  • Manages perfect attendance and insurance waiver related bonuses, sign-on and quarterly production incentive bonuses etc.
  • Manages payroll taxes, W-2’s, and payroll related monthly, quarterly, and year-end reporting.
  • Provides ELC with updates to payroll laws and regulations. - Supervises payroll staff, including assigning and reviewing tasks, and conducting annual performance review.
  • Manages third-party payroll system and associated feeds.
  • Develops system and process improvements.
  • Manages 403(b) administration, including new enrollees, employer and employee contributions, changes in contributions, terminations, and distributions.
  • Administers 457 non-qualified plans.
  • Works collaboratively with the Human Resources department on benefits and COBRA administration, including new enrollees, terminations, employee and employer premiums, vendor payroll feeds, etc. Reviews and approves benefit vendor invoices.
  • Provides information for non-discrimination testing.
  • Manages workers compensation policy invoice payments, monthly costing, and annual true-up.
  • Prepares various monthly and quarterly reports, including 403(b), workers compensation, productivity credit hours, and PTO accruals.
  • Leads 403(b) Retirement Plan audit. Prepares information required by TPA and outside CPA firm.
  • Administers tuition reimbursement program.
  • Conducts payroll software and retirement plan trainings.
  • Provides payroll analyses upon request.
  • Prepares salary-related and benefit costs budget schedules.
  • Assists Controller and Finance Department in other related projects.
  • Perform other duties as assigned.

Requirements

  • High school diploma required.
  • Five years’ experience with similar responsibilities.
  • Proficient in Outlook, Excel, and Word.
  • Bargaining unit payroll experience desirable.
  • Experience with Paylocity system preferred.
