About, the Accountant 1

This position will primarily apply standard accounting knowledge to integrate decisions and individual transaction relationships with total agency or statewide accounting objectives. Work of standard complexity, such as modifying simple accounting systems or subsystems. Examines accounts for reconciliation and basic reporting and interpretation of accounting records. This primary purpose of this position will be focused on QA/QC processes and data analysis and review. This position will work alongside the payroll lead to audit time, leave and payroll data from Workday Payroll to ensure accurate reporting and payment. This position will also work to identify, research, and monitor payroll deductions for employee overpayments.

OFS management leads and supervises staff in the areas of Financial Reporting, Taxation, Federal Grant Management and Reporting, Cash Flow Management, Proprietary and Governmental Fund Accounting, Revenue Application, Cost Allocation, Interface, E-Commerce, Accounting Structure, Accounts and Contracts Payable, Trust Accounting, Accounts Receivable, Payroll and Benefits, Cash Receipting, Treasury and Account Reconciliation for ODHS and OHA.

Your duties at a glance, As an Accountant 1, you will

Accounting Functions:

* Apply standard accounting knowledge to establish and maintain accounting procedures and controls for accounting functions, such as accounts payable, accounts receivable, contracts, grants, inventory, purchasing, etc.

* Analyze a variety of accounting transactions to decide and initiate appropriate entries.

* Reconcile accounts, initiate corrections, and make adjusting entries.

* Interpret and apply laws, rules, regulations, and fiscal policies and procedures.

Reporting and Analysis:

* Apply accounting theory to design, generate, and reconcile accounting reports, such as individual fund balance sheets and operating statements for a small number of funds and various other accounting statements and reports.

* Prepare a variety of agency expenditure, revenue, budget status, and other management reports. Compile information for the statewide financial report. Prepare portions of required annual financial statements and related notes and disclosures.

* Perform routine analysis of agency fiscal data. Prepare cash forecasts, revenue estimates, and expenditure projections for planning purposes.

* Monitor budget balances and bring issues or propose corrective action to management.

* Estimate, maintain, and review financial information for one or more programs or accounting funds. Analyze financial issues and propose solutions consistent with available funds, policies, procedures, and generally accepted accounting principles.

What you need to qualify, Minimum Qualifications:

* Possession of a Certified Public Accountant or Certified Government Financial Manager certificate; OR

* A Bachelor's degree in Accounting; OR

* Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university; OR

* 32 quarter (21 semester) credit hours in Accounting from an accredited institution AND two years of technical, para- professional accounting experience to include: a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts and account relationships resulting in accounting entries.

The ideal candidate will possess a work history that demonstrates the following essential attributes:

* Applying Accounting Theory experience.

* Routine financial analysis experience.

* Experience in written and verbal communication skills.

* Possessing excellent problem-solving and analytical abilities.

* Proficient in organization, meticulous attention to detail, and adept time management skills.

* Experience with computerized accounting systems and how they aid in compiling, maintaining, and using accounting information.

* Proficiency in Excel with the capability to efficiently utilize spreadsheets, create graphs, manage tables, perform calculations, and automate processes to handle large volumes of data pertinent to business operations.

Working conditions
