Position Description:
Network Runners, Inc. is seeking a Mid-Level IT Analyst (Business Process Reengineering) to establish and maintain knowledge management and process automation efforts using tools, technologies, and best practices available to OUSD(R&E). Will provide IT services for establishing and maintaining online OUSD(R&E) knowledge repositories and identifying, optimizing, and automating common OUSD(R&E) business operation processes using various forms of technology (e.g., SharePoint). Will also provide guidance and implementation of both short and long-term automation and knowledge management solutions that meet the evolving needs of the OUSD(R&E) office.Duties & Responsibilities: 
• Develop and configure scalable, high-performing, and maintainable solutions built on common IT frameworks available to the OUSD(R&E).
• Configure application user interfaces and workflows.
• Integrate solutions with other OUSD(R&E) applications.
• Support the team in requirements gathering among OUSD(R&E) stakeholders.
• Assist with other team members to improve the overall business process, information and technology of the OUSD(R&E) organization.
• Design, implement, and develop integration solutions for providing state of the art solutions capable of handling high transaction rates for real-time processing and delivery. Support the enterprise design by developing enterprise schemas to map data and process flows between systems and overall solutions.
• Serve as the primary point of contact for escalated support relating to the solution.
• Apply process improvement and reengineering methodologies and approaches to conduct process modernization projects within OUSD(R&E).
• Provide group facilitation, interviewing, training, and additional forms of knowledge transfer.
• Provide enterprise-wide integration of reengineering efforts.
• Provide recommendations to OUSD(R&E) stakeholders on how existing processed can be optimized and automated through IT applications.
• Provide general support, administration, and on-going maintenance of OUSD(R&E) knowledge management solutions.
• Assist in requirements gathering activities with OUSD(R&E) stakeholders.
• Serve as the primary technical contributor in analyzing, planning for, and implementing mission-related IT activities including requirements analysis, system sizing, prototype evaluation and development, workflow and IT organizational analyses, strategic, operational, and security planning, and applications analysis and development.
• Provide recommendations for what applications and/or solution best meets the current and future needs of the OUSD(R&E) organization.
• Configure and maintain Service-level Agreements (SLA), catalog items, and associated workflows for solutions.
• Coordinate application and solution maintenance and upgrades.
• Assist in building and maintaining internal technical documentation, manuals, policies and processes.
Minimum Qualifications/Requirements:
  • Requires a minimum of 5 years' experience, of which at least 2 must be specialized, in information technology and its various components.
  • The specialized experience may include facilitation, change management, training, process reengineering, business management techniques, organizational development, activity and data modeling, or IT system planning and development. Must be able to maintain knowledge of current system designs to connect, configure, and/or enable information systems, devices, or components as assigned. 
Education: 
  • A bachelor’s degree from an accredited college or university related to computer science/computer engineering or graphic design is required. At the discretion of the Government, a minimum of 2 years of specialized experience which includes military experience may be substituted in lieu of specific educational requirements, in addition to the minimum experience listed above.
