Summary

Oakland School for the Arts (OSA) is seeking an experienced Human Resources Directorto join our outstanding team. Under the leadership of the Executive Director, the Human Resources Director is responsible for the overall administration, coordination and performance of human resource functions supporting certificated, classified and unrepresented staff in accordance with federal, state, and local employment regulations.

A significant dimension of this position includes monitoring the pulse of the organizational climate to develop recommendations/programs to attract and retain colleagues, as well as maintain, support, and enhance the diversity of the community through leadership in managing employee and labor relations matters, including advocating and coaching/advising as appropriate. The successful candidate will engage both a strategic and “hands-on” approach to the work.

The Human Resources Director works with other internal leadership staff for the purpose of structuring, planning and implementing human resource services and strategies in compliance with established guidelines, as well as supporting recruitment and hiring efforts, and participating in complex employment matters including administration of collectively bargained agreements with OSA’s two labor partner units.

Knowledge and Abilities

KNOWLEDGE of:

  • Human centered and socially conscious leadership based in fundamentals of trust and integrity;

  • Techniques of continuous improvement;

  • Provisions of the California Education Code and other applicable California and federal employment law statutes, codes, laws, regulations and related case law pertaining to Human Resources administration and public employment labor relations;

  • Principles, practices, problems and techniques of organization, administration and public personnel administration;

  • Management of third-party service providers;

  • Recruitment and interview techniques;

  • Job analysis and evaluation methodologies;

  • Personnel assessment techniques;

  • Compensation and benefits program administration;

  • Bargained Agreement implementation and administration;

  • Report preparation and presentation methods utilizing Microsoft and Google suite word processing, spreadsheet and visual presentation tools;

  • Online platforms for email and calendar management;

  • Payroll, LMS and HR/benefit software platforms, Paycom is preferred.

  • Develop original analyses and calculations for purposes of compensation and benefits administration;

  • Independently work effectively and as part of a team;

  • Resolve disputes and diffuse tension, coach peers and staff to collaborative outcomes;

  • Establish and maintain effective working relationships;

  • Meet deadlines and schedules;

  • Set and manage to multiple priorities;

  • Work on multiple projects with frequent interruptions;

  • Work with detailed information/data and maintain accurate records;

  • Maintain confidentiality in a sensitive and professional manner and abide by confidentiality requirements.

Experience and Education Requirements

Five (5) or more years of significant, directly related and progressively responsible experience in public personnel administration, including at least two years of experience in a merit or civil service agency, and at least two (2) years in a management position requiring supervision of assigned staff.
Education: Bachelor’s degree in business, public administration, industrial/organizational psychology, organizational development, human resources administration or a closely related field. Master’s degree preferred. Equivalency: A combination of experience and education equivalent to a bachelor’s degree in business, public administration, industrial/organizational psychology, organizational development, human resources administration or a closely related field and five (5) or more years of significant, directly related and progressively responsible experience in public personnel administration, including at least two years of experience in a merit or civil service agency, and at least two (2) years in a management position requiring supervision of assigned staff.

Desired Testing/Certificates
PHR/SPHR or CA-SPHR or equivalent certification highly desirable.
Bilingual - Spanish verbal communication and writing skills highly desirable
