Job Duties:
The Human Resources department is seeking a versatile and experienced leader within our social services organization(s). This position will have a hands-on leadership role in ensuring quality services of the Human Resource team. Primary duties will include:
Training/Onboarding
  • Oversight of onboarding approximately 500 employees per year in a technology rich environment. The incumbent will design, update, and create content to ensure the initial training is up to State standards (MN Statute 245D for licensed programs). This work will be performed in consultation with the Director of Training.
  • Annual training occurs for all employees. The incumbent must lead the distribution of the training materials, track completion, and take corrective action towards the employees that have not finished the training.
  • Ensuring training deadlines throughout the year are met with for all employees. Training requirements will differ slightly based on program employees work at. The incumbent must lead the distribution of the training materials, track completion, and take corrective action towards the employees that have not finished the required training.
  • Become a subject matter expert on how laws and policies impact the delivery of training.

  • Patient Protection and Affordable Care Act. This organization belongs to an aggregated group of eight other members. The incumbent is responsible for ensuring eligibility lists are created (we use the monthly measurement method), offers of coverage are extended, and employees are enrolled or disenrolled.
  • State PPACA Eligibility Appeals. Respond to the Department of Human Services regarding employee applications for advance tax credits. Submit documents as evidence to the administrative law judge overseeing the case. Formally articulate the company’s position on the appeal while explaining our unique company structure.
  • Respond to correspondence from the IRS regarding the PPACA.
Worker’s Compensation
  • Continue the company’s return to work culture.
  • Serve as a member of the safety committee.
  • Manage our third-party administration vendor.
  • Track the modification rate and claims for multiple entities under different policies.
  • Differentiate between and provide guidance on insurance loss types – property, auto, and work comp, as it relates to social service provision.
Americans with Disabilities Act (ADA)
  • Serve as the first point of contact for employees seeking accommodation.
  • Process, approve, and file ADA related documents.
  • Maintain a list of individuals being accommodated.
Family Medical Leave Act (FMLA)
  • Supervise the administration of the FMLA and general leave program.
  • Provide technical assistance to the HR staff completing this duty.
  • Ensure the uniform application of the law across all relevant companies.
  • Maintain a list of those on leave.
Human Resources Information Systems (HRIS)
  • Our HRIS system is an enterprise class payroll system and a separate document management system. There are several processes that connect the payroll to the record system that the incumbent will support. Many of the core HR processes are digital, the incumbent will learn how these systems relate to the core programs used in all departments.
  • Data Processing. Supervise the group that is responsible for inputting data into the systems.
  • Respond to State audit requests by preparing the files and meeting with the auditor on-site if needed.
Strategic Planning
  • This position will propose actions bases on strategic planning, conferring with coworkers, and as part of group tasks. This position serves as the HR representative at several interdisciplinary meetings. A strong business acumen is desirable.
  • Be a part of a variety of committees to expand and enhance corporate culture and procedures
Leadership
  • The incumbent will develop strong working relationships with a variety of internal and external stakeholders.
  • The successful applicant will lead a team of five human resources professionals with experience developing the core HR skill set.
Required Qualifications:
  • Bachelor’s degree in Business or Human Resources or related discipline
  • Five or more years of professional Human Resource experience and proven competency in a supervisor role
Preferred Qualifications: Experience with Great Plains, Mfiles, Adobe Acrobat, or similar applications.
