Blue Sky Innovative Solutions is looking for a full time Solution Delivery Manager for a long-term project located in Bethesda, MD. This is a technical leadership role that is responsible for providing oversight of the delivery of software services and solutions on behalf of our government client in an enterprise environment. This role is responsible for enforcing and maintaining business, technology, and architecture best practices in a matrixed enterprise environment.

Requirements

• Ten (10) years of specialized experience in Information Technology, with significant experience in software engineering (JAVA/PHP), software architecture, and software solution delivery. Experience in implementing/migrating software and services to the cloud is a plus.
• Technical Project Management - Must have demonstrated technical project management experience leading multiple small to mid-sized software delivery efforts in an agile enterprise environment.
• Technology Experience – Previous coding experience using Java and PHP (or similar technologies) is highly desired. Previous hands-on development experience is a huge plus. Must also have a working understanding of database architectures and technologies.
• Configuration Management /Agile Mythologies – The application portfolio that this role manages has multiple applications with varying levels of age and agile maturity. Tools such as Jira are used to manage software delivery across the enterprise. This role will be responsible for enforcing, maintaining, and improving agile and architectural best practices.
• Communications—This leadership position will require strong communication skills. A qualified candidate will feel at ease communicating executive business strategies to delivery teams and technical issues and opportunities to executive-level business owners. Additionally, this role will be responsible for building and maintaining relationships with peers across a matrixed environment.
• Analysis – A successful candidate will have demonstrated experience working with Business Analysts and Product Owners to translate executive business strategies into tactical implementation plans using agile practices and methodologies.
• Infrastructure – Must have demonstrated understanding of infrastructure as related to software delivery in virtualized environments, either virtual on-prem or cloud. Experience with migrating systems from on-prem to Cloud would be a big plus.

Education, Certification, Clearance

• Bachelor's degree from an accredited college/university
• Public Trust clearance or the ability to attain one
• PMP certification a plus
• Certified SCRUM Master (CSM) or SAFe agile certification a plus
