Blue Sky is seeking a Knowledge Management (KM) Specialist to provide technical support to our customers at the Joint Intelligence Operation Center for Transportation (JIOC-TRANS). As the KM Specialist, you will collaborate with existing USTRANSCOM staff comprised of uniformed personnel from the U.S. Army, U.S. Navy, U.S. Air Force, and U.S. Coast Guard, representatives from national intelligence agencies (CIA, DIA, NGA, NRO, and NSA), service intelligence agencies, and national level agencies.

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES
This role shall provide types of support to our customers:

• Utilize infrastructure and tools to maintain existing knowledge management processes, sites, and support to USTRANSCOM/J2 analytical enabling requirements.
• Develop knowledge of USTRANSCOM J2, J3, J6 and J5/4 processes and coordinate with various parts of the command as necessary.
• Create, improve, and manage information processes.
• Collaborate with other experts in their fields within and outside of the DoD to leverage their expertise enabling better processes, products for USTC.
• Use established Microsoft 365 tenants and SharePoint 2016 site collections.
• Develop and maintain dashboards and SharePoint sites to support decision cycles, business practices, and workflows.
• Collaborate with users to define the purpose and requirement for new dashboards and SharePoint sites. Continue communications to refine user requirements and solicit feedback.
• Modify dashboards and SharePoint sites based on users' feedback and mission requirements. Mission requirements may be time-sensitive support for crisis, contingency operations, or exercises.
• Manage user access and permissions to dashboards and SharePoint sites.
• Assist and train users on dashboard functions and operations.
• Collaborate with customer Chief of Staff Knowledge Management office (TCCSKM) to ensure dashboards and SharePoint sites are interoperable with TRANSCOM KM platforms where required.
• Coordinate and/or collaborate with TCJ6, TCCS-KM, DISA, and/or Intelink Central for troubleshooting dashboard and SharePoint errors, and user access issues.
• Monitor dashboard and SharePoint site usage. Make recommendations to KM Team Lead to retire unused dashboards and sites. Upon approval, retire unused dashboards and sites.
• Report operational status of dashboards and SharePoint sites to Branch Chief at least twice monthly for activity reports/briefs.
• Document locations and maintenance procedures for dashboards and SharePoint site.
• Documentation will be provided to the KM Team Lead at least annually.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS

• Active TS/SCI with CI Polygraph clearance
• Minimum of 5 years of experience in a knowledge management role.
• Excellent communication and collaboration skills.
• Strong technical skills with Microsoft 365 applications (SharePoint Online, Office365, and Microsoft Power Platform).
• Experience with SharePoint 2016 is required.

EDUCATION

• Bachelor's degree in Information Management or related field.
