Program Monitor Supervisor
The Office of Public Health ??? Bureau of Family Health (BFH), through the Southeast Louisiana Area Health Education Center (SELAHEC), is seeking a full time Program Monitor Supervisor .
Duties require a thorough working knowledge of the program???s policies, procedures and structure requiring independent judgment.
This positon includes a comprehensive benefits package and is housed within the Office of Public Health ??? Bureau of Family Health (BFH) Business Operations and Finance Department (BOFD).
Location : Baton Rouge, LA
Salary : $51,917 - $77,044 commensurate with experience
Job duties and responsibilities
Supervises BFH Program Monitor staff in the research and analysis activities related to
Statewide health or social service program(s) including but not limited to Adolescent School Based Health, Reproductive Health, Maternal and Child Health Injury Prevention, and Violence and Rape Crisis Prevention Initiatives.
Plans and coordinates the monitoring and contract reporting process for statewide BFH program(s). Develops and implements contract policy procedures for statewide BFH program(s).
Monitor statewide BFH contracts for adherence to deliverables. Monitors contract agencies for compliance with federal / state requirements and guidelines.
Assures quality BFH contract monitoring protocols and procedures are implement and contract monitor staff adhere to the procedures.
Conducts Program Monitor contract training needs assessment yearly. Analyzes data to develop and implement Program Monitor training modules and provide technical assistance to BFH statewide Program monitor staff.
Conduct and coordinate training for program monitor staff as identified by needs assessment. Provide functional day-to-day supervision to program monitor staff regarding contract processes, protocols and procedures, obligation of funding, and provide training to program monitor staff to forecast contract budget expenditures.
Monitors expenditures and accounts payable for grant and contract deliverables. Coordinate and maintain department's internal monitoring procedures for federal grants.
Assures all contract performance indicators are met and monitoring plans are adhered too. Develops comprehensive monitoring reports for all BFH contracts and submits to Supervisor for review annually.
Writes, negotiates and processes programmatic and budgetary contracts; initiates and negotiates contracts for new contract agencies.
Reviews budget expenditures for consistency and assists with the writing and managing of grant funds as requested. Assures BFH grant expenditure codes are distributed properly on contracts.
