Arlington Public Schools is Hiring a Leave Administrator Near Arlington, VA

JOB DESCRIPTION:

Human Resources announces an opening for a 1.0 FTE Leave Administrator . This is a 260-days, in-person, Grade E-10 position.

Arlington Public Schools, Department of Human Resources welcomes candidates to apply for the position of Leave Administrator in the Division of Benefits. We are looking for a subject matter expert (SME) in leave administration to work with our 4500 benefit eligible employees processing requests for Family Medical Leave (FMLA), non-medical leave of absences, disability, and military leave. The Leave Administrator is also responsible for the oversight and management of the district’s workers’ compensation program to include assisting employees with reporting injuries and working with third-party claim administrators. The ideal candidate will have a passion for helping employees navigate the best leave options to meet their needs and be able to manage multiple responsibilities in the administration of APS leave programs.

This position reports in-person, Monday – Friday between the hours of 8:00 a.m. and 5:00 p.m .

GENERAL STATEMENT OF DUTIES
The Leave Administrator administers all leave of absence programs, including family and medical leave (FMLA),
medical leave of absence, non-medical leave of absence, paid parental leave (PPL), military, short term disability
and long-term disability. Oversees the return-to-work process for employees returning from FMLA, workers
compensation, or other leave(s). Works with human resources staff (Employee Relations) to identify return-to-work
cases which require workplace accommodations and modifications.

SUPERVISION
Reports to the Supervisor of Benefits. Work comes to the incumbent through established flows and by
specific assignment, typically in terms of priorities, objectives, resources, timelines, expected results and
other considerations/parameters. The incumbent independently plans and carries out work, makes
decisions and recommendations within the scope of one’s authority, keeps the supervisor informed and
brings complex or sensitive issues or problems forward for guidance or resolution. Work is reviewed in
terms of quality, quantity, timeliness, customer service, attainment of key benefit program administration
objectives, adherence to programmatic requirements and other factors. The incumbent has no employee
or student supervisory responsibilities.

DISTINGUISHING CHARACTERISTICS
This class is distinguished from other classes in the Human Resources series by its emphasis upon the
administration of employee paid and unpaid leave programs, and worker’s compensation. This job class is
distinguished from Benefits Specialist in that the Benefits Specialist is a journey level class that is
assigned to a specialized activity such as, employee benefits, and insurance or other related programs.

GUIDELINES
Guidelines include but are not limited to School Board policies and APS policy implementation
procedures (PIPs); key parts of the Workers Compensation Commission and the NCCI Basic Manual for
Workers Compensation; key parts of the Code of Virginia and related guidelines; selected provisions of
the Family Medical Leave Act (FMLA), the Virginia Workers’ Compensation Act, the Comprehensive
Omnibus Budget Reconciliation Act (COBRA), the Health Insurance Portability and Accountability Act
(HIPAA) and other laws and governing regulations. The incumbent uses judgment in selecting and
applying guidelines (including confidentiality and privacy requirements), and sensitivity in dealing with
the concerns and problems of people covered by, or seeking coverage of, APS benefit programs.

CONTACTS
Contacts include but are not limited to department of Human Resources managers and staff, including
payroll staff; administrators and staff of schools; managers and staff in other departments, such as
Department of Finance and Management Services; Virginia and consortium (such as VML) staff; internal
and external auditors; and retirees and employees of APS. The purposes of contacts include but are not
limited to coordinating routine and non-routine benefits enrollment and servicing and reporting matters –
provision of information, processing of enrollments, review of invoices, coordination for invoice
payment, reporting of statistical information, etc.

RESPONSIBILITIES:

ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed.)
Works with principals/directors, employees, human resources department staff, medical professionals,
unions, lawyers, and federal/state/local agencies to ensure the fair and consistent application of
attendance, leave, and workers compensation policies/practices.
Gives presentations on attendance, leave, and workers compensation policies/practices to employee and
management groups and provides critical assessment of such presentations for quality improvement
purposes.
Runs verification reports as a means of monitoring the quality of and compliance with attendance, leave,
and workers compensation policies/practices.
Reviews data reports to identify employees reported as not working to identify employees on leave at the
earliest possible opportunity.
Researches leave and workers compensation issues including procedural changes and provides timely
feedback to requesting parties.
Processes biweekly payroll for employees whose current attendance is reported as workers compensation
including calculation of workers compensation benefit and supplement.
Handles the FMLA leave administration process from the employees initial notice of the need for leave to
the return to work. This includes gathering and completing all required paperwork, determining leave
eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and
accounting for intermittent and reduced schedule leave use.
Maintains reasonable communication with employees on leave to facilitate smooth and timely return to
work; relays communication between employees and their managers during leave within reason.
Advises managers and employees on the interaction of leave laws with paid time off, workers
compensation, and short-term and long-term disability benefits.
Oversees the return-to-work process for employees returning from extended FMLA, workers
compensation, or other leave(s).
Processes retirement leave payouts with APS third-party retirement administrator
Completes sick leave transfers, payroll leave adjustments, annual leave payouts and any other leave
payout procedures.
Administers other leave (e.g. educational leave, civil leave, etc.), programs as assigned in accordance with
internal policy and applicable laws.
Drafts and/or recommends revisions to company leave policies to ensure compliance with federal, state,
and local laws and regulations.
Maintains complete and accurate records of leave and accommodation requests in accordance with
specified legal requirements and documentation of best practices.
Preserves confidentiality of employee medical documentation and files.
Maintains knowledge of all applicable leave and accommodation laws including the FMLA, ADA, and
state and local laws.
Performs related benefits administration functions, as assigned or deemed necessary.

EXPERIENCE:

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of benefits programs, such as retirement, life insurance, family and medical leave,
health/dental insurance, short/long term disability, and, as well as Workers Compensation, and associated
processes and procedures, to administer, day-to-day aspects of assigned programs and serve as back-up,
as a program generalist, on programs assigned to or led by other staff.
Knowledge of selected provisions of key laws (such as the Family Medical Leave Act, the Patient
Protection and Affordable Care Act, and the Virginia Workers’ Compensation Act); of critical aspects of
governing regulations, official plans and official/cooperative bodies (such as Medicare regulations,
Virginia Workers’ Compensation regulations, VRS regulations, the Virginia Workers’ Compensation
Commission and the VML); of APS contracts and summary plan descriptions covering benefits; and of
related matters. This includes knowledge of specific APS benefits administration processes and
procedures.
Skill in problem solving to select, organize and logically process relevant information (verbal, numerical or
abstract) to solve a problem. This includes ability to recognize subtle aspects of problems, identify relevant
information and make balanced recommendations and decisions. Examples include applying
straightforward programmatic criteria (such as employment status, dependency proof and qualifying life
events) and formulas to ensure eligibility and coverage, report costs, calculate retirement benefits in
several different retirement programs, etc.; analyzing coverage, cost, employee/retiree demographics and
other variables to assess costs-benefits, gaps and solutions, help identify options and help recommend
benefit program or plan changes (typically in coordination with the entire benefits team); and advising
employees/retirees of their options in relation to their stated wants/needs.
Skill in written communication to understand written information (including instructions, descriptions and
ideas), and to express such information in writing so that others will understand and, at times, be
convinced or persuaded. Examples include reading written guidelines to keep abreast of requirements,
apply criteria correctly and adhere to processes, and preparing/editing or reading memos, correspondence,
reports and other documents to ensure understanding by intended audience.
Skill in oral communication to understand verbal information (including instructions, descriptions and
ideas), and to express such information verbally so that others will understand and, at times, be convinced
or persuaded. This includes ‘active’ listening and skill in encouraging effective oral communication by
others, such as employees and retirees regarding their needs or concerns about various types of conditions
and benefits coverage. Examples of skill in oral communication include addressing concerns and
complaints with employees, discussing service issues and employee complaints with insurers, and
discussing programmatic and contractual matters with regulators, insurers, etc.
Interpersonal skills to interact with contacts in a businesslike, customer service-oriented manner by
establishing and maintaining effective working relationships and working in harmony with supervisors,
staff, students and the general public.
Skill in using a computer and modern office suite software (such as MS Office) to plan, schedule,
communicate (email), word process, research (Internet), calculate and manage data (spreadsheet
applications) etc.
Ability and willingness to work under pressure of recurring deadlines, such as payroll week (benefits-todeductions
interface – BDI checks), and during peak periods, such as Open Enrollment and year-end.

QUALIFICATIONS:

MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS
Bachelor’s degree in public administration, Business Administration, Human Resources, Organizational
Development.
Minimum of two (2) years’ experience in Employee Leave Administration & case management as well as
a minimum of two (2) years’ employee benefits and/or human resources experience or an equivalent
combination of related education, training and experience may be considered.

Preferred: Public Sector benefit and employee leave administration experience, i.e. municipality, county,
state, etc.

  • Subject Matter Expert (SME) in Leave Administration with at least 7 years of experience administering leave programs in government/public sector organizations.
  • Bi-Lingual in Spanish
  • K-12 Human Resources Experience
  • SHRM or Certified Benefits Professional (CBP)

LICENSE/CERTIFICATION
International Foundation of Employee Benefits Plans (IFEBP) Certified Employee Benefits Specialist
(CEBS), Professional certification by Society of Human Resources Management (SHRM) or the
International Management Association-HR (IPMA-HR) is strongly preferred.

PHYSICAL ATTRIBUTES
Work is predominantly sedentary and involves light physical effort. It requires moving about to obtain
work objects, supplies, etc., distribute work products, coordinate with others and perform related
functions; operating office and communications equipment, such as a computer (for sustained periods)
and a telephone; and reviewing all kinds of written documents containing small print, symbols and special
notations.

Hiring salary range of $80,516 to $131,967 annually based upon 23/24 pay plan.

Newly hired employees with previous experience in their field may receive salary credit for up

to five years of experience related to the job being filled.
