Downtown Women's Center is Hiring a Temporary Supervisor – Rehousing Program Near Los Angeles, CA

Summary 
The Downtown Women’s Center (DWC) seeks a Temporary full-time Rehousing Program Supervisor to provide oversight of the Rehousing programs. The Interim Rehousing Program Supervisor provides support to Case Managers and Participants who are unhoused to become stable in permanent housing through the following Rehousing programs, Time Limited Subsidy and the Veterans Rapid Rehousing. The Interim Rehousing Program Supervisor would oversee the program delivery including, but not limited to holding a case load, conducting intakes, outreach, housing placement, housing retention, and individualized case management services. The ideal candidate should be passionate about guiding a team to connecting women to permanent housing and improving the quality of life among Participants. The Interim Rehousing Program Supervisor should have a keen sense of program design, project management, and the skill set to meet program deliverables. This position is performed both in a general office environment and in the field. The Interim Rehousing Program Supervisor is part of the Community- Based Housing Department and reports to the Rehousing Manager. 
Essential Functions 
  • Provide oversight of the Rehousing Programs (Veterans Rapid Rehousing, and Time Limited Subsidy). 
  • Guide staff in implementation of culturally competent and trauma- informed care. 
  • Develop, train, and coach a team of field-based staff who will provide treatment planning to Participants who have been temporarily housed through supplemental services, or who may be sheltered or unsheltered. 
  • Provide support to staff to ensure case managers are using strength-based practices to support the Participants to receive the level of case management needed and are assisting Participants by securing housing, basic needs, medical and mental health services including substance abuse treatment, when necessary, job training access, and public benefits where eligible. 
  • Build relationships with landlords, Housing Navigators, RPSS Staff, HACLA, LACDA representatives to support in permanent housing of Participants.
  • Assist staff to identify Participants who can be matched to Permanent Supportive Housing (PSH). 
  • Work with staff to effectively meet Participants’ needs and resolve individual barriers through follow-up, advocacy, and collaboration with DWC staff and other community service providers. 
  • Provide supervision and guidance to case managers in the provision of services to Participants. 
  • Provide crisis intervention and group facilitation as necessary. 
  • Utilize evidence-based practices in service delivery such as intensive case management, Motivational Interviewing, Harm Reduction, Critical Time Intervention, and Housing First practices. 
  • Develop and maintain relationships with Participants, staff, and local service providers,
  • Participate in community meetings pertaining to services benefitting Participants, and serve as a representative of DWC at community events. 
  • Participate in weekly individual and group supervision, in addition to other agency meetings and trainings as required. 
  • Provide regular, written reports to the Rehousing Program Manager and additional reports as assigned. 
  • Support case managers in the field with rehousing stabilization retention meetings, unit viewings, intakes, and crisis that may arise with participants.
  • Provide mediation meetings between landlords and participants when needed to resolve housing needs.
  • Lead hiring and onboarding processes to ensure any open positions are filled in a timely manner and function with full caseloads.
  • Work closely with the Rehousing Program Manager to ensure that the program is efficient, effective, low-barrier and meets funding expectations.
  • Clearly and effectively communicate program and agency requirements to staff members.
  • Provide effective communication to staff and client needs to Program Manager
  • Lead efforts to improve and maintain team morale by celebrating milestones, cultivating staff potential, encouraging a sense of role ownership in staff members and creative team building.

Work Environment 
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. 
Physical Demands 
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and the ability to adjust focus. This position would also require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary. 
Position Type and Expected Hours of Work 
This is a full-time, exempt, hybrid position. Days and hours of work are Monday- Friday 8:00am to 4:30pm 
Travel 
Regular travel throughout Los Angeles County is required in this position. 
Required Education, Experience, and Qualifications 
  • Bachelors or master’s degree in social work, preferred Or equivalent work experience
  • Supervisory experience in a social service setting and managing a team of staff preferred. 
  • Experience working directly with unhoused populations required. 
  • Experience implementing culturally responsive programs strongly preferred. Strong administrative skills and proficiency in Microsoft Office Suite (Word, Excel, Outlook) required. 
  • Current valid California state driver’s license, comprehensive insurance, and good driving record 
  • Lived experience is a strong plus. 
  • Knowledge of the complex barriers surrounding women’s homelessness 
  • Knowledge of communities that are disproportionately represented in the homeless population (communities of color, LGBTQ etc.) 
  • Familiarity with permanent supportive housing model, Housing first model and evidence-based practices like Trauma Informed Care and Critical Time Intervention, preferred. 
  • Excellent active listening and crisis intervention skills with ability to exercise and model good 
  • judgment. 
  • Strong interpersonal, written, and oral communication skills; proven ability to communicate with diverse audiences. 
  • Ability to manage multiple tasks and priorities, including proficiency in balancing direct service responsibilities with effective record keeping. 
  • Ability to be flexible with hours when needed. 
  • Oral and written fluency in Spanish and English is a plus. 
  • Must be a CA resident and live no more than 75 miles from DWC; must be available for in-person meetings at DWC. 
  • Must provide documentation of a negative TB test result within the last twelve months, on first day of hire. 
  • You will be required to be up to date on your vaccinations against COVID-19 and provide documentation. If you are fully vaccinated and not yet eligible to receive a booster dose, 
  • then you must receive the booster dose within 30 days of becoming eligible and eligibility begins 5 months after receiving the final primary dose. If you are fully vaccinated and have received a booster dose, you are considered up to date with your vaccinations. Unvaccinated individuals must receive their 1st dose before their first day of hire. Partially vaccinated (for 2-dose series) individuals must receive their 2nd dose within 30 days of being hired. The second dose of a two-dose vaccine series is due 4 weeks after the primary dose. 
Pay Range 
$66,560/yearly
