Downtown Women's Center is Hiring a Supervisor - Time Limited Subsidy Coordinators Near Los Angeles, CA

Summary  
The Downtown Women’s Center (DWC) seeks a Time Limited Subsidy Program Supervisor to provide oversight of the Time Limited Subsidy (TLS)/ Every Woman Housed programs. This program is part of our Every Woman Housed Initiative to mobilize housing solutions for unaccompanied women from the Skid Row neighborhood of Los Angeles. The key components of this initiative are outreach and intake, short-term housing responses, and long-term housing solutions. 
The Time Limited Subsidy Program Supervisor provides leadership, support, and expertise to a team of Services Coordinators and provides oversight of supportive services to TLS clients residing in the South LA buildings. This role is crucial in connecting women to permanent housing and improving the quality of life among Participants. The Time Limited Subsidy Supervisor is part of the Community- Based Housing Department and reports to the Time Limited Subsidy Program Manager. The ideal candidate upholds high standards of quality for supportive services, works closely with an interdisciplinary direct-service team to empower residents, and builds a safe community that promotes stabilization and housing retention. Additionally, the ideal candidate promotes housing first principles by using best practices like Trauma Informed Care, Housing First, Harm Reduction, and other evidence-based practices to support tenants in maintaining their housing.
Essential Functions 
  • Provide strengths-based and trauma-informed supervision to a team of Services Coordinators
  • Provide crisis intervention and model de-escalation techniques as needed 
  • Ensure effective onboarding for all staff and ongoing training for team of direct services staff 
  • Develop, train, and provide direct supervision and guidance to a team of direct service staff who will provide support to newly housed residents 
  • Responsible for oversight of the day-to-day operations of the program including coordinating meals and rest breaks for supervisees 
  • Guide staff in implementation of culturally competent and trauma- informed care 
  • Responsible for the oversight of services and operations including accurate and timely records of program tracking and data management, group activities, life skills workshops and community-building events
  • Management and administration of coverage calendar and ensure adequate coverage, including evenings and weekends
  • Management of an on-call roster to support with coverage as needed
  • Develop systems to ensure that the program is efficient, effective, low-barrier, and meets funding expectations and organizational goals 
  • Contribute to programming that fosters a safe environment, promotes personal stability and community, including life skills workshops, community-building events 
  • Collaborate with the program partners to ensure the safety and maintenance of facility and provide leadership during facility emergencies
  • Participate in weekly individual supervision, in addition to other agency meetings and trainings as required 
  • Participate in program leadership and supervision meetings along with presentations as needed 
  • Provide regular, written reports to the Time Limited Subsidy Program Manager and additional reports as assigned 
  • Utilize evidence-based practices in service delivery such as Critical Time Intervention, Motivational Interviewing, Harm Reduction, and Housing First
  • Other duties as assigned to support the mission of the organization

Supervisory Responsibility
This position has supervisory responsibilities. 
Work Environment 
This position operates in a professional office environment. This role regularly uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands 
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 
While performing the duties of this job, the employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and ability to adjust focus. This would require the ability to lift files, open filing cabinets, and bend or stand on a stool as necessary. The employee must also be able to operate a vehicle.
Position Type and Expected Hours of Work  
This is a full-time, exempt, site-based position. Days and hours of work are Monday- Friday 8am-5pm with a possibility of some evenings and/or weekends.
Travel
Occasional transportation of clients may occur. Travel for conferences and training may occur. Travel for local meetings is required. 
Required Education and Experience 
  • High School diploma or GED required. Bachelor's or master's degree in social work, or related field preferred. 
  • Supervisory experience in a social service setting and managing a team of staff, 1-3 years preferred. 
  • Experience working directly with unhoused populations required. 
  • Experience implementing culturally responsive programs strongly preferred. 
Required Knowledge/Skills/Position Qualifications 
  • Knowledge of the complex barriers surrounding women’s homelessness 
  • Knowledge of communities that are disproportionately represented in the homeless population (communities of color, LGBTQ etc.) 
  • Familiarity with permanent supportive housing model and evidence-based practices like Trauma-Informed Care and Critical Time Intervention, preferred.
  • Excellent active listening and crisis intervention skills with ability to exercise and model good judgment
  • Strong interpersonal, written, and oral communication skills; proven ability to communicate with diverse audiences.
  • Ability to manage multiple tasks and priorities, including proficiency in balancing direct service responsibilities with effective record keeping.
  • Ability to be flexible with hours when needed, including evenings and weekends
  • Strong administrative skills and proficiency in Microsoft Office Suite (Word, Excel, Outlook) required.
  • HMIS or other database management preferred 
  • Oral and written fluency in Spanish and English a plus.

  • Must be a CA resident and live at least 80 miles from the office and must be available for in-person meetings at the DWC offices. 
  • Must provide documentation of a negative TB test result within the last twelve months, on first day of hire. 
  • You will be required to be up to date on your vaccinations against COVID-19 and provide documentation. If you are fully vaccinated and not yet eligible to receive a booster dose, then you must receive the booster dose within 30 days of becoming eligible and eligibility begins 5 months after receiving final primary dose. If you are fully vaccinated and have received a booster dose, you are considered up to date with your vaccinations. Unvaccinated individuals must receive their 1st dose before their first day of hire. Partially vaccinated (for 2-dose series) individuals must receive their 2nd dose within 30 days of being hired. The second dose of a two-dose vaccine series is due 4 weeks after the primary dose. 
Work Authorization 
  • Criminal background check and clearance required
  • Current valid California state driver’s license, insurance, and access to reliable transportation, with good driving record
Pay Range
$66,560/year
