Position: Subsidy Manager

Pay Range: $68,289 - $73,440

Definition:

The Subsidy Program Manager will provide supervision, leadership and support to Subsidy, Subsidy Reimbursement and Resource & Referral staff. This position is responsible for working closely with the Division of Welfare and Supportive Services (DWSS) to provide Subsidy administration and Resource & Referral programming. This position requires extensive knowledge of the Childcare and Development Fund (CCDF) Subsidy Policy and Procedures. In addition to program oversight, the Subsidy Manager will also have primary responsibilities related to program funding, administration, staff supervision, and community relations. This position reports to the Family Resource Director.

Distinguishing Characteristics

An understanding of child development, work and family issues, and child care. Requires comprehensive understanding of CCDF Subsidy Policy and Procedures and works in close partnership with the DWSS to ensure effective administration of subsidy programs. Demonstrated skills in strong leadership with experience in supervising and developing staff.

Supervision Exercised

Coordinators, Specialists, and Program Support Staff

Duties:

-Achieve an understanding of agency mission, strategic focus areas and overall goals and objectives and contribute to the success of these areas.

-Read, understand, and apply all agency and department policy and procedures set forth in both the Agency Handbook and CCR&R Program Manual

-Oversee the implementation and administration of subsidy programs in accordance with CCDF guidelines and organizational policies.

-Collaborate with DWSS to address subsidy-related issues, resolve discrepancies, and implement program improvements.

-Ensure compliance with all regulatory requirements and implement necessary changes to policies and procedures as needed.

-Oversee the reimbursement of childcare provider, CCDF Billing for DWSS and ensuring policy and procedures have been followed.

-Provide guidance, mentorship, and supervision to subsidy, subsidy reimbursement, and resource & referral staff.

-Supervise front desk operations, ensuring efficient client intake processes and maintaining a welcoming environment for families seeking assistance.

-Foster a positive and supportive work environment conducive to professional growth and development.

-Conduct regular performance evaluations and provide constructive feedback to team members.

-Recruit, hire, evaluate job performance and contribute to staff development for direct reports

-Oversee client appeals and/or client hearings ensuring that the information has been collected and presented in accordance with policy and procedure.

-Review and recommend action on all clients and provider over payments in accordance with Child Care Subsidy regulations

-Oversee the collection, analysis, and reporting of subsidy-related data to track program performance and outcomes.

-Generate regular reports for internal use, as well as for DWSS and other stakeholders as required.

-Utilize data insights to identify areas for improvement and inform decision-making processes.

-Assist Program Director in budget planning and management for programs.

-Ensure efficient use of resources and adherence to financial guidelines through spending approvals and monthly review of program financial reports.

-Maintain accurate records of program activities, participant data, and evaluation results.

Minimum Qualifications:

-Work collaboratively with staff and community agencies.

Special Requirements:

- Bachelor's degree in Early Childhood Education or closely relevant field. If you have the required equivalent experience, you may be considered for employment without the required bachelor's or other college degree

- Knowledge of the Child Care and Development Fund (CCDF) Subsidy Policy and Procedures preferred.

- 5 years experience in Early Childhood Education, Case Management, or related fields.

- Minimum 3 years of experience in supervision and management

- Must have reliable transportation for work and possess a valid Nevada's Driver's License and proof of insurance for utilizing a personal vehicle for company business

- May be required to work some evenings and weekends.

- May be required to travel in state and out of state for training.

- Must be able to lift and carry up to 25 pounds.

- Must be able to walk up and down stairs.

License or Certificate

- Able to pass complete background check.

7. Communication: Effective communication is critical for program managers to ensure that all team members, Program Director, and stakeholders are informed and aligned. This includes written communication, such as status reports and documentation, as well as verbal communication, such as meetings and presentations.
8. Adaptability: Program managers must be adaptable and able to navigate changes and uncertainties that may arise in their program(s). This includes adjusting plans and priorities as needed to ensure successful program delivery and that the Program Director is informed.
9. Continuous Improvement: Program managers should continuously seek opportunities to improve processes, methodologies, and outcomes within their programs. This involves input on clear models and research as well as gathering feedback, analyzing performance metrics, and implementing changes to drive greater efficiency and effectiveness.
10. Collaboration: Program managers need to foster a collaborative environment where team members, internal and external partnerships can work together effectively towards common goals. This involves promoting open communication, resolving conflicts, and encouraging teamwork.
