Position: Resource & Referral Specialist II – Community Navigator
Department: Supporting Early Education & Development (SEED)
Pay Rate: $23.69 Status: Non-Exempt

Definition
The Supporting Early Education and Development (SEED) Community Navigator will connect child care providers and parents with child care resource needs, help navigate any eligibility or documentation requirements, a warm/personal referral to service partners and services, and will follow-up to ensure the provider or parent was successful in getting their needs met. This position requires a comprehensive understanding of early childhood development, Nevada’s early childhood system, resources and services, and work/life issues.

Duties

  • Achieve an understanding of agency mission, strategic focus areas and overall goals and objectives and contribute to the success of these areas
  • Read, understand, and apply all agency and department policy and procedures set forth in both the

Agency Handbook and SEED Program Manual

  • Provide child care referrals and/or enhanced referrals using database programs
  • Assist parents and child care providers in navigating resources and supports that meet their needs
  • Support parents and child care providers in understanding eligibility requirements of various child care support programs and how to access the required documentation if applicable
  • Assist families in their selection of child care by providing information on quality child care and referrals to licensed child care options that meet their individual needs. This includes daily care and respite care
  • Work with other Children’s Cabinet services and community partners to create a closed referral system to ensure the needs of parents and providers are met
  • Assist families with accessing the Children’s Cabinet Market and clothing closet
  • Attend community outreach events and follow-up with participants afterwards to ensure connection to services
  • Work with community outreach and communications partner to understand and support outreach campaign objectives and provide feedback on user experience
  • Use identified tools and assessments to serve families including those whose first language is not English
  • Follow-up with all clients to make sure needs were met
  • Track all contact and support given to both parents and providers in identified data system
  • Participate in the development of consumer education materials (newsletters, tip sheets, calendars, brochures, etc.) based on the information needs of parents and providers
  • May assist with guidance of interns and volunteers
  • Perform other tasks as assigned

Minimum Qualifications

Knowledge of

  • All programs to support current and prospective child care providers
  • Community services and supports for families
  • Diversity, Equity and Inclusion principles www.childrenscabinet.org
  • Early childhood education practices and principles that encompass different types of child care settings
  • Positive parenting concepts and work/life supports for families
  • Child care licensing requirements statewide
  • Computer programs including Microsoft Word, Excel, Power Point, data base programs, etc., and the desire to learn new programs

Ability to

  • Use outstanding customer service skills
  • Communicate clearly and concisely both in writing and verbally
  • Be organized and use effective time management
  • Facilitate positive communication with customers
  • Work collaboratively with staff and community agencies
  • Work with adults of diverse backgrounds and beliefs and adapt service delivery accordingly

Special Requirements

  • Bachelor’s degree in early childhood, human services project management or other closely-related field
  • At least three years of experience in community service or case management position
  • Bilingual (English/Spanish) strongly preferred
  • Must be physically capable of performing all job duties. This may include lifting up to 40 lbs.; bending; standing; sitting; and walking up and down stairs (to conduct home visits); repetitive hand motion

(completing forms and inputting data)

  • Must have reliable transportation to and from work
  • Willing to obtain required medical screen and immunizations such as TB test, Hepatitis, etc.
  • Able to pass complete background check
  • Must possess a valid Nevada’s Driver’s License and proof of insurance if utilizing a personal vehicle for company business
