Executive Director – Maintenance ServicesReports to: Deputy Superintendent of District Operations
Pay Grade: 407
Days: 239 Days
Salary: $117,081 - $165,044
FSLA Status: Exempt
Position PurposeProvides executive leadership and problem-solving ability through all maintenance functions, including general maintenance, trades, custodial and warehouse services, throughout the District. Implements a strategic plan for coherent supervision and support of maintenance personnel aligned to District initiatives and goals. Guides maintenance leaders in the development and implementation of processes designed to ensure and strengthen staff knowledge, skills, competencies, and abilities. Purposely engages with stakeholders to proactively address needs and create optimal learning environments that support student success.
Essential Job FunctionsOperations
  • Establishes key performance indicators and identifies data to be collected and monitored regularly with a focus on expenditures of all maintenance, trades, custodial services, warehouse services, contracted services, project construction, employee overtime, waste management & recycling, and energy efficiency & management.
  • Ensures that all District facilities are well-maintained in order to support the teaching and learning environment and other District operations.
  • Establishes and maintains an effective relationship with Maintenance Services and District leaders throughout the district to develop and establish programs and plans for maintenance improvements and modifications relative to short and long-range goals.
  • Utilizes planning tools and strategies to forecast future maintenance needs. Anticipates and develops strategies and programs that respond effectively to both anticipated and emergency needs.
  • Performs cost control activities and monitors all fiscal operations of maintenance services. Prepares and justifies budget requests and approves expenditures. Assures the efficient and economical use of funds, human resources, materials, facilities, and time.
  • Establishes and maintains appropriate financial records as required by District procedures, local and state requirements, and sound financial management principles.
  • Establishes a system for periodic review of policies to determine when modifications are necessary to advance the goals of the program and to serve the overall needs of employees and managers and the organization.
  • Maintains and ensures accuracy of a variety of documentation and records to provide up-to-date references and comply with regulatory requirements and established guidelines.
  • Supervises, directs, assesses, evaluates, and provides for training and professional development of subordinate staff.
  • Assists as needed to assure a high level of physical security of the buildings, equipment, and properties of the District.
Safety
  • Ensures staff perform preventive maintenance on tools and equipment and that equipment is in safe operating condition.
  • Ensures staff follow established safety procedures and techniques to perform job duties including lifting and climbing, and operates tools and equipment according to established safety procedures.
  • Ensures supervisors and staff correct unsafe conditions in all work area and promptly reports any conditions that are not immediately correctable to leadership.
Supervisory Responsibilities
  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

  • Knowledge of best practices in administration, program evaluation and staff supervision.

  • Knowledge of applicable federal and state laws regarding education, as well as District policies and procedures.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Knowledge and understanding of procurement laws and District purchasing processes.
  • Knowledge of budget control methods, policies, and procedures.
  • Knowledge of computers, tablets, hand-held devices, and peripherals, and proper integration into business processes.
  • Knowledge of best practices for gathering, analyzing, and meeting business requirements.
  • Skill in collecting and analyzing complex data including identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Skill in communicating effectively orally and in writing as appropriate for the audience.
  • Skill in public relations, organizational development, and interpersonal relations.
  • Skill in working with initiatives that require collaboration with District and outside agencies and organizations.
  • Ability to create a comprehensive short- and long-term strategy for the District’s portfolio management, school improvement, talent development, and new school’s functions.
  • Ability to organize and coordinate work under pressure, meet tight deadlines, and proactively resolve issues.
  • Ability to navigate the process as an unbiased facilitator though the organization to gain buy-in from multiple stakeholders, from the Board to schools.
  • Ability to design, organize, and track work plans, create appropriate working and decision-making processes, ensure stakeholders are engaged, and supporting the work itself.
  • Ability to analyze and interpret technical data, in order to summarize for skilled and non-skilled employees, as well as, senior management.
  • Ability to analyze, organize and prioritize work while meeting multiple deadlines.
  • Ability to manage a budget and work within the constraints of that budget.
  • Ability to use software to access databases, email, create spreadsheets, and do word processing.
  • Ability to engage in self-evaluation with regard to performance and professional growth.
  • Ability to establish and maintain cooperative working relationships with others contacted in the course of work.
  • Ability to exercise absolute discretion regarding matters of a sensitive or confidential nature.

Travel Requirements
  • Travels to school district buildings and professional meetings as required.
Physical & Mental Demands, Work Hazards
  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Occasional light lifting and carrying (less than 15 pounds).
  • Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
  • Attendance: Regular and punctual attendance at the worksite is required for this position.
  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
Minimum Required Qualifications
  • Education:
    • Bachelor’s degree from accredited college or university required;
    • Master’s degree preferred.
  • Certification/License:
    • Clear and valid Texas Driver's License required;
    • Insurable by the District's insurance carrier required;
  • Experience: 8 years of experience in operations management required, including:
    • Progressive experience in the areas of school operations, or business administration and management;
    • 5 years of related supervisory experience.
  • Language: Bilingual (English/Spanish) preferred.
INSURABILITY REQUIREMENTS FOR ALL DRIVERS
  • Must be at least 21 years old.
  • NO positive drug or alcohol tests including pre-employment, random, post-accident or reasonable suspicion.
  • Driving and accident record: Valid Texas Department of Public Safety Driver Record Check Type 3A-Certified list of all crashes and violations http://dps.texas.gov/DriverLicense/driverrecords.htm
    • NO more than 2 violations during previous 36 months including:
      • moving traffic violations (including no more than 1 preventable accident);
      • failure to provide proof of valid driver’s license or proof of insurance
      • equipment violations.
  • NO Driving Under the Influence (DUI) for drug or alcohol.
  • NO leaving scene of an accident (bodily injury or physical damage).
  • NO vehicular assault, manslaughter, or homicide.
  • NO operating a vehicle with suspended or revoked driver’s license.
  • NO reckless driving, speed contests, drag racing, or highway racing.
  • NO use of a vehicle in commission of a felony.
  • NO operating a vehicle without owner’s permission (unauthorized use or grand theft).
  • NO permitting an unlicensed person to drive.
  • NO speeding more than 20 mph over the posted speed limit.
  • NO history of a conviction in a commercial or personal motor vehicle.
  • Additional restrictions may apply if directed by FWISD’s Fleet Insurance Carrier.
